Of the nearly 570,000 candidates admitted to university in the first round, more than 100,000 did not confirm their admission as of September 30.
The Ministry of Education and Training announced today that of the 620,477 candidates who registered for university admission on the common system, 567,018 were admitted in the first round, reaching a rate of 91.4%. As of 5:00 p.m. on September 30, the deadline for candidates to confirm their admission online on the ministry's system, 463,440 candidates had completed it, reaching a rate of 81.7%. 103,578 candidates did not confirm their admission.
According to regulations of the Ministry of Education and Training, if there is no valid reason, these candidates are considered to have refused admission, and the training institution has the right not to accept them.
Since a week ago, many universities have recorded 70-80% of candidates confirming online enrollment and have not increased. Currently, more than 100 schools have announced additional enrollment, from tens to thousands of quotas.
Mr. To Van Phuong, Head of Training Department of Nha Trang University, said that when surveying some candidates who had not confirmed their enrollment, they gave many reasons. Some candidates changed their future goals, wanted to learn a trade, and start working right away; some candidates wanted to enroll in other schools.
A leader of Ho Chi Minh City University of Industry said that 80% of the candidates admitted to the school confirmed their enrollment online, while 67% of the candidates came to enroll in person. He also added that there were cases where candidates registered and paid the fee but did not want to attend school.

This year, for the first time, the Ministry of Education and Training requires all university admission candidates to register on the common system. Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, assessed that this helps avoid the situation where a candidate is admitted to too many schools, losing the opportunity of other candidates. Therefore, the rate of virtual candidates has decreased sharply. In previous years, the maximum rate of admitted candidates confirming admission was 63%, but in 2021, it was only 55.3%.
Candidates who have confirmed their admission will not be eligible for additional admission, except in some cases permitted by the university leadership. Candidates who are not admitted can apply for additional admission (from October to December) according to the instructions of the universities.
