Monitoring and criticism activities need to focus on quality, substance, not formality.

On the morning of July 6, the Central Committee of the Vietnam Fatherland Front held an online conference to review 5 years of implementing Joint Resolution No. 403/2017/NQLT-UBTVQH14-CP-DCTUBTƯMTTQVN dated June 15, 2017 (NQLT No. 403) detailing forms of supervision and social criticism of the Vietnam Fatherland Front.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien chaired the Conference. Attending the Conference were leaders of the National Assembly Committees, the Government Office, departments, ministries, branches, member organizations of the Vietnam Fatherland Front, leaders of the Vietnam Fatherland Front Committees of 63 provinces and cities at the connecting points.

Attending the Hai Duong bridge were comrade Nguyen Duc Tuan, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee and representatives of a number of units in the province.

There is close coordination between agencies in implementation.

According to the report at the Conference, in the process of implementing Resolution No. 403, the Central Committee of the Vietnam Fatherland Front always closely coordinated with the Standing Committee of the National Assembly and the Government in implementing the provisions of the Resolution.

Including regular exchange and agreement in developing annual social supervision and criticism plans; coordination and participation in thematic supervision delegations of the National Assembly and the National Assembly Standing Committee; research and review of documents implementing policies and laws of competent authorities related to the legitimate and legal rights and interests of the people...

The Government and the National Assembly Standing Committee shall send representatives to fully participate in social criticism conferences organized by the Central Committee of the Vietnam Fatherland Front; consider and respond to recommendations from the results of social supervision and criticism of the Central Committee of the Vietnam Fatherland Front and central agencies of socio-political organizations in accordance with the provisions of law.

Many contributions, recommendations and criticisms of the Central Committee of the Vietnam Fatherland Front have both theoretical and practical value, and are highly appreciated by the Government and the Standing Committee of the National Assembly; they are an important basis for the agencies of the National Assembly and the agencies of the Government to study, absorb and ensure that the laws, ordinances and resolutions are passed in accordance with reality and have high feasibility; ministries, departments and branches implement the regulations in practice to ensure effectiveness; contributing to improving the effectiveness of the work of the Standing Committee of the National Assembly, the Government and the Central Committee of the Vietnam Fatherland Front.

At the local level, the Provincial Fatherland Front Committee has signed a regulation on coordination of work with the National Assembly delegation, the Standing Committee of the People's Council, the People's Committee and agencies and departments at the same level. Based on the signed coordination contents, every year the coordinating agencies seriously implement them, and regularly provide and exchange relevant information, specifically: Supervision program; every year the Provincial Vietnam Fatherland Front proposes supervision contents to the People's Council at the same level for consideration and inclusion in the People's Council's supervision program; at the same time, the supervision and social criticism program of the Vietnam Fatherland Front and socio-political organizations is sent to the National Assembly delegation, the People's Council, the People's Committee at the same level and relevant agencies, organizations and units for coordination and implementation.

Emphasizing that social supervision and criticism is one of the basic and most important functions and tasks of the Vietnam Fatherland Front, thereby contributing to promoting people's mastery, enhancing social consensus, consolidating people's trust in the Party as well as contributing to building a clean and strong Party and State.

Speaking at the opening of the Conference, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha affirmed: "After 5 years of implementing Resolution No. 403, the supervision and social criticism work of the Vietnam Fatherland Front and its member organizations has become increasingly in-depth, more specific, more rigorous, and has promoted practical effectiveness, and has been recognized and highly appreciated by Party committees and authorities; the position and role of the Vietnam Fatherland Front and socio-political organizations at all levels have been increasingly affirmed and promoted in the political system and social life."

Many lessons learned

From the 5-year practice of implementing Resolution No. 403, many lessons have been learned.

Specifically, Party committees, authorities, the Vietnam Fatherland Front Committee and member organizations at all levels need to have full and correct awareness of the meaning and importance of social supervision and criticism in general, and Resolution No. 403 in particular; regularly combine the implementation of Resolution No. 403 with the implementation of local political tasks, while at the same time valuing the proactiveness of the Vietnam Fatherland Front, effectively promoting coordination between the government and the Vietnam Fatherland Front Committee and member organizations in all fields.

Strengthening propaganda, dissemination and implementation of the Party's policies, directives and resolutions, and Resolution No. 403 to create unity of awareness in the political system and among all classes of people about the purpose, significance and implementation process of social supervision and criticism activities of the Vietnam Fatherland Front and socio-political organizations.

Promote the proactive and presiding role of the Standing Committees of the Vietnam Fatherland Front at all levels in consultation, planning, flexibly and creatively combining many forms of social supervision and criticism suitable to the actual situation and requirements of the content of social supervision and criticism.

Party committees at all levels regularly pay attention to and do a good job of leading, caring for, and building the organization, apparatus, and staff of the Vietnam Fatherland Front, especially those working in social supervision and criticism. The government needs to ensure the necessary conditions for the Vietnam Fatherland Front to effectively and practically carry out social supervision and criticism.

Social supervision and criticism activities must be carried out in accordance with the procedures of Resolution No. 403, in accordance with the capabilities of the Front; at the same time, promote the role of advisory councils, seek opinions from prestigious and experienced people in social supervision and criticism work... Continuously strengthen the organization, innovate methods of operation in the direction of diversifying, expanding forms of gathering, and building a team of Front cadres to meet the requirements of social supervision and criticism in the new situation.

Social supervision and criticism - Important information channel contributing to building the Party and State

Concluding the Conference, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien emphasized that social supervision and criticism play an important role in the activities of the Vietnam Fatherland Front, socio-political organizations and member organizations, is a method of exercising the people's right to mastery, and is an important information channel to contribute to building a clean and strong Party and State.

Based on the Party's regulations and the State's laws on social supervision and criticism of the Vietnam Fatherland Front, in order to continue to better implement the work of social supervision and criticism in general and Joint Resolution 403 in particular, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien suggested that the Fatherland Front system from the Central to the grassroots level must continue to study and thoroughly understand the Party's directive documents and the State's laws to imbue and further raise awareness of the importance of social supervision and criticism. Along with that, do better in advising and disseminating to organizations, individuals, and the whole society to clearly understand and create conditions for organizations in the political system to coordinate with the Vietnam Fatherland Front to carry out this task.

In addition, it is necessary to strengthen training and coaching to improve professional qualifications, political mettle, "dare to speak, dare to act", "say the right thing, do the right thing" for the benefit of the Party, the State and the people.

"Improving professional qualifications and political capacity is a prerequisite to improve the quality and effectiveness of the supervision and social criticism work of the Vietnam Fatherland Front and its socio-political organizations and member organizations. The Vietnam Fatherland Front and its socio-political organizations and member organizations must proactively propose to the Party, State and relevant agencies what laws to build, what laws to amend, and what clauses to amend? If we only make general recommendations, we do not know how to accept them, even if Resolution 403 is amended, supplemented or replaced," said Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

According to Mr. Do Van Chien, the completion of legal institutions is an important basis for the Vietnam Fatherland Front and socio-political organizations to do better in the work of social supervision and criticism; at the same time, continue to innovate the organizational structure, content and methods of operation, further strengthen coordination with agencies of the National Assembly and the Government, under the leadership of the Party, ensuring "fulfilling the role, knowing the lesson" as directed by General Secretary Nguyen Phu Trong to promote the strength of the great national unity bloc, arouse and promote the creativity of the people, and well implement the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" as stated in the Documents of the 13th National Party Congress.

Emphasizing the requirement that the Vietnam Fatherland Front and socio-political organizations must perform better in their tasks of social supervision and criticism, Mr. Do Van Chien said that in the coming time, the implementation of social supervision and criticism must be systematic and thematic nationwide, such as the supreme supervision of the National Assembly. On the basis of a national synthesis, the voice of the Front will help the Politburo, the Secretariat, the National Assembly Standing Committee, and the Government have an overview and achieve the requirements of focused supervision and criticism activities, emphasizing quality, substance, and not formality.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien believes that in the coming time, on the basis of promoting lessons learned and overcoming limitations and difficulties, the supervision and social criticism work of the Vietnam Fatherland Front and socio-political organizations will be raised to a new level, more substantial and more effective.
