Hai Duong strengthens leadership and direction in managing port and yard operations

The Resolution stated that the activities of riverside wharves and inland canals in the province in recent times have contributed to promoting the transportation and circulation of goods by waterway with a large proportion, meeting the demand for raw materials for projects, technical infrastructure construction works, industrial parks, industrial clusters and serving the people's lives in the province, making many contributions to the socio-economic development of the province.

However, the operations of the ports and yards have become complicated at times. Inspections have discovered many violations related to investment, land, taxes, dykes, traffic, minerals, environment, etc. In many cases, there have been non-compliance with legal regulations, arbitrary use of land, and illegal conversion of land use purposes for production and business activities, affecting security and order, causing budget losses, etc.

The reason is that the management of riverside wharves and canals has not received adequate attention from all levels and sectors in the past, and violations have not been handled resolutely. Inspection and supervision work has not been regular and serious. Propaganda and guidance for investors in wharves and canals have not been adequate; compliance awareness of wharves and canal owners is not strict.

The resolution requires the cessation of operations and completion of clearance of unplanned wharves and yards before December 31, 2024. From 2026, all wharves and yards with production and business activities must ensure full compliance with legal procedures as prescribed by law.

According to the Resolution, Party committees and authorities at all levels shall strengthen leadership and direction, clearly define the roles and responsibilities of leaders in the management of port and yard activities. Heads of Party committees and local authorities shall be responsible for any violations in the management of port and yard activities in their localities.

Party committees, authorities at all levels, departments and branches proactively develop specific plans and roadmaps to overcome limitations in the management of wharf operations. Strictly handle violations within their authority, ensuring fairness, publicity and transparency in accordance with legal regulations. Focus on removing difficulties and obstacles and guiding organizations and individuals in converting the purpose of use or completing procedures and legal documents related to wharf operations. Resolutely stop operations and organize clearance for wharfs without planning. Stop operations for wharfs lacking legal procedures that have violated but not corrected.

Party committees and authorities at all levels strengthen leadership and direction in propaganda and dissemination of policies and laws, creating unity in awareness and action of cadres, party members, organizations and individuals in fields related to wharf operations.

Promote the role of the Fatherland Front and socio-political organizations in propagating and mobilizing all classes of people, businesses and the sense of setting an example for cadres and party members in the management of port and yard activities. Direct propaganda and regularly provide information related to port and yard activities on mass media to ensure timeliness and accuracy.

Strengthen inspection and supervision of wharf operations; urge the implementation of inspection, examination and supervision conclusions, resolutely not allowing violations to persist or arise.
