Hai Duong reviews schools using school buses

The Chairman of the People's Committee of Hai Duong province has just sent a document to departments, branches, organizations, and People's Committees of districts, towns, and cities to strengthen the implementation of tasks to ensure traffic safety for cars transporting students.

Accordingly, the Chairman of the Hai Duong Provincial People's Committee requested the Department of Transport to coordinate with the Department of Education and Training to direct the review of schools using contract cars to transport students; request transport businesses to comply with regulations on business and conditions for transporting by car; and the responsibility of drivers when the vehicle is operating on the road. Units must have a control plan to ensure that there are no passengers on the vehicle; drivers of passenger transport businesses, after finishing a journey or finishing a shift, must check the passenger compartment before leaving the vehicle to ensure that there are no passengers on the vehicle.

The provincial police directed its subordinate units to strengthen patrols, control, detect and strictly handle violations of the law in passenger transport activities, paying special attention to inspecting and handling violations of vehicles transporting students.

Traffic inspectors will strengthen coordination in inspecting transportation and student pick-up and drop-off businesses in the province; strictly handle violations of using passenger cars that have expired, are past inspection, or are unsafe for transporting and picking up students.

The People's Committees of districts, towns and cities shall direct the Department of Education and Training to preside over and coordinate the review of schools using contract cars to transport and pick up students; regularly inspect educational institutions and schools using cars to transport students, and require transport businesses to comply with regulations on business and conditions for doing business in transport by car.

In 2022, the Provincial Traffic Safety Committee organized an interdisciplinary inspection team to inspect the activities of cars transporting and picking up students and workers in the area. However, according to the Department of Transport, the province does not have specific inspection data on cars transporting students.
