Hai Duong builds a construction planning plan for 9 districts as follows:

Focusing on industrial and urban development, is the basis for planning, developing into a type IV urban area and establishing a town before 2030.
- Thanh Mien district: is an area for sustainable development of industry, trade services, and agricultural production. Oriented to develop into a dynamic industrial center of the province.
- Gia Loc district: is an area for industrial development, commercial services, agriculture, craft villages, and agricultural and food processing.
- Ninh Giang district: is a concentrated agricultural development area, applying high technology, clean agriculture, organic agriculture; advanced technology industry, supporting industry, processing industry and commercial services.
- Tu Ky district: is an area for developing high-tech agriculture, organic agriculture associated with commercial services, craft villages and eco-tourism, experiences; developing high-tech industry, supporting industry.
- Thanh Ha district: is the key agricultural production area of the province, developing high-tech agriculture, organic agriculture, clean agriculture associated with eco-tourism, experiential tourism; developing ecological urban areas associated with commercial services; high-tech industry, supporting industry, processing industry serving agricultural production.
- Nam Sach district: is an industrial and commercial service development area; a center for production and processing of agricultural products and food to serve the domestic market and export.
- Kim Thanh district: is an industrial - agricultural - urban - service development area. Priority is given to attracting high-tech industry, supporting industry and processing industry; services, trade...
