Implementing the digital transformation program in building new rural areas towards smart new rural areas by 2025, the province strives for 100% of managers at all levels participating in the movement to be trained and improve their capacity in digital transformation. 90% of provincial-level work records, 80% of district-level work records and 70% of commune-level work records are processed online. 100% of communes meet information and communication standards according to the national criteria set for new rural communes. Over 60% of communes meet information and communication and public administration standards according to the advanced criteria set.

Hai Duong aims to have 70% of communes with cooperatives by 2025.
