One of the factors that determines the success or failure of digital transformation is the important role of the leader. Speaking at the conference to update knowledge on Fintech (financial technology), AI (artificial intelligence), Blockchain (blockchain technology), Cloud (cloud computing technology) for managers and policy makers on the morning of August 18, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Information Technology Steering Committee emphasized that Hai Duong determined that implementing digital transformation first of all is to change awareness. Referring to the Resolution of the 17th Provincial Party Executive Committee, Resolution 06 on digital transformation as well as the Provincial Digital Transformation Day on March 26 every year, comrade Tran Duc Thang emphasized that Hai Duong identified a number of key tasks to develop platforms serving digital transformation, prioritizing the application of a number of core technologies that can take shortcuts and have the ability to make strong breakthroughs such as AI, Blockchain, Fintech, Cloud... Thereby creating new management and business models, new products and services of high value.
Hai Duong has been gradually building an e-government towards digital government, digital economy and digital society. Gradually applying AI technology and Big data to contribute to the development of the three pillars of digital government, digital economy and digital society to transform the way of operation, direction and management from the traditional model to the digital environment.
According to the announcement of the National Committee on Digital Transformation, Hai Duong ranked 13th out of 63 provinces and centrally-run cities in terms of the provincial digital transformation index (DTI) in 2022, up 1 place compared to 2021. Notably, for the first time, the Ministry of Information and Communications evaluated the public service portals of ministries, branches, and localities, and Hai Duong was one of 9 provinces and cities that achieved level A, ranking 4th nationwide.
Mr. Tran Quoc Khanh, Deputy Director of VNPT Hai Duong Business Center, said that there are two main reasons for the increase in DTI in 2022: the province has increased the implementation of online public services, especially full-process online public services (level 4), increased cashless payments and done well the Project on Application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, oriented to 2030 in the province (Project 06).
The provincial administrative procedure settlement information system has been connected to the national public service portal, the national online payment support portal, and the national population database to serve the administrative procedure settlement work. The provincial administrative procedure settlement information system is providing 1,889 online public services, including 581 full-process online public services (level 4); 630 online public services are integrated on the national public service portal. As of the end of June, the province's online profile rate reached 89%, an increase of 33% compared to the end of 2022; ranked 12th in the country in terms of non-cash payments.
Hai Duong City is one of the leading localities in the province in digital transformation when it requires all communes and wards to perform 100% of administrative procedures online from the beginning of 2023. The provincial police were commended by the Minister of Public Security for completing the target of issuing citizen identification cards ahead of schedule. Tu Ky District is the first in the country to organize the "Digital Citizen Festival", a typical example of how to help people use digital signature services to perform administrative procedures online, use e-commerce platforms...
Strive to be in the top 10
Of the 5 ranking criteria related to the common platform, in 2022, Hai Duong had 3 criteria that dropped in rank compared to 2021: digital institutions, digital infrastructure and network information security; 2 criteria that increased in rank were digital awareness and digital human resources. These are all important criteria in evaluating and ranking digital transformation.
To improve the DTI index, a lot of work needs to be done, including reviewing the downgraded criteria to find ways to overcome them, while focusing on improving the three pillars of digital government, digital economy and digital society. These pillars are mutually supportive. When digital government develops, online public services are implemented quickly and conveniently, it will promote digital society, people will change their awareness, equip themselves with digital skills to use the achievements of digital transformation.
Mr. Nguyen Cao Thang, Director of the Department of Information and Communications of Hai Duong, expects the province's DTI to soon enter the top 10 nationwide, and strives to rank DTI 12th nationwide in 2023. To achieve this, the department advises the province to continue perfecting the infrastructure for digital government, soon build a shared data warehouse for the province, and share it into an open data warehouse for departments, branches, and localities to exploit. Departments and branches need to actively apply the information system and industry databases of central ministries and branches to digitize records and connect data.
The Department of Information and Communications, the standing agency of the Provincial Information Technology Steering Committee, is also researching and developing the Project "Digital Government and Service Infrastructure for Smart Cities" based on reviewing the Project "Building e-Government and Smart Cities in Hai Duong Province for the period 2020-2025, with a vision to 2030". Organize the announcement of DTI rankings of departments, branches, sectors and localities in the province. Determine the information security level of information systems in the province and many other specific tasks.
