Following President Ho Chi Minh's advice, Hai Duong has made constant efforts to improve people's lives.

In his Testament, President Ho Chi Minh advised, "The Party must have a good plan to develop the economy and culture, in order to constantly improve people's lives."
Following Uncle Ho's instructions, in recent years and especially since the beginning of the 2020-2025 term, Hai Duong has had many policies and strategies to improve people's lives.
On August 19, 2021, Hai Duong Provincial Party Committee issued Program No. 20-CTr/TU on ensuring social security in Hai Duong province for the period 2021-2025 to focus resources on social security.
To concretize the program, during this term, Hai Duong issued many social security policies to improve people's quality of life, leaving no one behind.
The Hai Duong Provincial People's Council has issued 28 resolutions on specific policies, most of which are social security policies. In 2024 alone, Hai Duong will spend about 2,000 billion VND to implement many social security policies.
Some prominent policies with wide coverage are raising the social assistance standards, social assistance levels, subjects and regimes for some social protection subjects; adding social assistance regimes for the elderly in poor households and difficult circumstances; supporting health insurance payments for the elderly in the province...
According to Director of the Department of Labor, War Invalids and Social Affairs of Hai Duong province Bui Thanh Tung, the province's social security policies since the beginning of the term have all aimed at improving people's lives, especially the disadvantaged. During this term, the Department of Labor, War Invalids and Social Affairs has advised on the issuance of many specific social security policies of the province. Among them are many policies aimed at the disadvantaged with large budget sources, policies that demonstrate the province's concern for social security. In the coming time, there will continue to be new policies, including policies to support some members of poor households that are being developed.
People benefit
Thanks to social security policies since the beginning of the term, the lives of Hai Duong people have been increasingly improved.
Implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2024 period, Hai Duong has allocated nearly VND 2,820 billion to implement a number of program contents to support livelihood diversification, develop poverty reduction models, support health insurance, vocational training, job creation, etc. Thanks to that, 100% of poor, near-poor, newly escaped poverty households and policy beneficiaries in need and eligible are all able to borrow capital from preferential policy credit programs, are granted health insurance cards and enjoy medical examination and treatment benefits.
In recent years, the province's poverty rate has decreased sharply, from 2.15% in 2021 (13,823 households) to 1.34% in 2023 (8,695 households). The target for 2024 is to reduce it to 1.2%. The target for the 2021-2025 period is to reduce the poverty rate to 0.43%.
Kim Thanh and Thanh Ha are the two districts with the fastest poverty reduction rates in the province, reducing the number of poor households by more than half compared to the beginning of the term. In Dong village, Co Dung commune (Kim Thanh), Ms. Dang Thi Lan's family has just escaped the near-poor household status this year. About 5 years ago, after they finished building their house, Ms. Lan's husband became seriously ill, spending tens of millions of dong each time he went to the hospital and was no longer able to work. "My husband and I have borrowed policy credit capital from the province's programs for many years, the limit has been increasing and preferential. Thanks to that, we have capital to buy an electric rice cooker, expand the chicken and pig farm, and raise 3 children to study, improving our lives," Ms. Lan shared.
Ms. Lan is one of thousands of cases in Hai Duong that have escaped poverty thanks to timely and effective support policies.
Along with the reduction in the number of poor households, the income of Hai Duong people has significantly improved. According to the General Statistics Office, the average income per capita of Hai Duong province in 2023 reached 5.33 million VND/person/month, an increase of 8.2% compared to 2022. Hai Duong ranked 10th in the country and 5th out of 11 provinces and cities in the Red River Delta. The gap between the highest and lowest income groups in the province is 5.1 times, much lower than the national average (7.5 times) and the Red River Delta (5.9 times).
The disadvantaged and vulnerable people in Hai Duong are not left behind. In the period 2019-2023, the "For the Poor" Fund at all levels of Hai Duong province mobilized 65.1 billion VND. From this fund, along with direct support from businesses, 975 "great solidarity" houses were built and 100 houses were repaired, 130,247 gifts were given, and hundreds of thousands of people in difficult circumstances were supported.
The results and changes in the lives of Hai Duong people are showing that social security policies have truly entered life, realizing President Ho Chi Minh's advice to "constantly improve people's lives".
