From administrative fines to criminal proceedings

Currently, the traffic police force in the whole province is focusing on handling violations of traffic order and safety, including violations of alcohol concentration, with strong and resolute measures in the spirit of "no forbidden areas, no exceptions". Many cases of alcohol concentration violations have been administratively punished at the maximum level. For example, on September 21, Mr. NVV, born in 1986 in Cam Che commune (Thanh Ha), was fined 54 million VND for committing multiple violations at the same time. In addition to the violation of alcohol concentration exceeding 0.4 mg/1 liter of breath, which was fined the maximum level of 35 million VND, Mr. V. also did not have a driver's license, vehicle registration, technical safety and environmental protection inspection certificate, or compulsory civil liability insurance certificate for motor vehicle owners.

Recently, Ms. NTN (born in 1979, in Quy Duong village, Tan Truong commune, Cam Giang) was also fined the maximum of 35 million VND for driving after drinking alcohol, at a level of 0.720 mg/l of breath. This is the second woman in Hai Duong who was fined the maximum of 35 million VND for driving after drinking alcohol. Previously, Ms. Vu Thi Th. (born in 1976, in Cam Thuong ward, Hai Duong city) received a penalty decision in early October. Ms. Th. had an alcohol concentration of 0.594 ml/l of breath but still drove on the road.

A case of resisting a person on official duty has been prosecuted and has received much public attention. On September 28, the Investigation Police Agency of Hai Duong City Police issued a decision to prosecute the case and prosecute Tran Manh Hung for the crime of "Resisting a person on official duty". Previously, on September 14, a working group of the Traffic Police Department, Ministry of Public Security, in conjunction with the Traffic Police - Order Team, Hai Duong City Police, was on duty in Hai Duong City. Through inspection, the working group discovered that Mr. Tran Manh Hung, born in 1977, in Hai Duong City, was driving a 34A-668.51 vehicle with an alcohol concentration of 0.698 mg/l of breath. When the officers in the working group were preparing a file to handle the violation, Mr. Hung snatched the papers, punched the officer on duty in the chest, and then left.

No exceptions

As one of the units that are determined in handling alcohol concentration violations, from December 15, 2022 to November 8, 2023, the Traffic Police - Order Team of Cam Giang District Police handled 481 cases of alcohol concentration violations (439 cases of motorbikes, 42 car drivers), fined nearly 2.9 billion VND, and revoked 260 driving licenses. Lieutenant Colonel Tang Xuan Quang, Head of Traffic Police - Order, Cam Giang District Police, said that in order to proactively prevent "drunk drivers", the traffic police force of Cam Giang District Police regularly patrols at night, on roads with many restaurants and eateries, thereby promptly detecting and strictly handling violations. "Many cases of violations made excuses or called relatives for help, but all cases were recorded and handled according to regulations," said Lieutenant Colonel Tang Xuan Quang.

In order to effectively implement the Plan to prevent the harmful effects of alcohol and strengthen the control and handling of violations of alcohol concentration when driving vehicles in Hai Duong province in 2023, the Traffic Police Department (Provincial Police) has developed a specific plan, established 2 direct inspection working groups, coordinated with the Police of units and localities to set up checkpoints and handle violations of alcohol concentration in the province. Thereby, many cases of alcohol concentration violations have been detected and handled. Among them are cases of officials, party members, civil servants, and armed forces violating alcohol concentration such as a police officer of a ward in Hai Duong city, a Youth Union officer in Ninh Giang... All cases are strictly handled in the spirit of "no exceptions, no forbidden areas".

"If you drink alcohol, don't drive" is a slogan that almost everyone knows, but to turn this slogan into a habit and a voluntary action of each traffic participant is not easy. The Provincial Police's drastic implementation of the alcohol concentration treatment topic has contributed to raising people's awareness, reducing the number of accidents and deaths due to traffic accidents in Hai Duong.

In the first 10 months of 2023, the provincial traffic police handled nearly 26,000 cases of traffic safety violations, imposing fines of nearly VND 64 billion. Of which, more than 4,500 cases of alcohol concentration violations were fined more than VND 23 billion. During the same period, the province had 118 traffic accidents and collisions, killing 92 people and injuring 58 people, compared to the same period in 2022, a decrease of 10 cases, 14 deaths, and an increase of 9 injuries.
