The increasingly prosperous transport infrastructure network of Tu Ky district (Hai Duong) is an important driving force to promote local socio-economic development.
Focus on improving the roads
From a locality with an underdeveloped transport network, Tu Ky district now has a diverse and synchronous transport system. With the guiding viewpoint of focusing on developing the transport infrastructure system as a lever to promote socio-economic development, in recent years many roads have been upgraded and renovated.
Returning to the 191M district road connecting Quang Khai and Minh Duc communes, everyone is impressed by the flat, wide concrete road, decorated with rows of flowers and trees on the roadside. Previously, the road surface was narrow, bumpy, with potholes everywhere. From 2020 to 2023, this road was renovated and expanded with a total cost of nearly 30 billion VND invested by the People's Committee of Tu Ky district. "Since this road was renovated, people have been very excited because of the convenient travel. Now along both sides of the road, there are many families running shops, factories and production facilities... life has become more prosperous", Mr. Vu Huy Doan, Tan Quang village, Quang Khai commune shared.
Not only Road 191M but also some commune roads have been widened from 3.5 to 7.5 m, paved with asphalt or concrete, meeting the standards of level VI to level V plain roads such as the main roads of An Thanh and Hung Dao communes. The bypass of Provincial Road 391 through Tu Ky town has been invested in and built as a basis to focus on developing the town to the Northeast.
In 2024, district roads will continue to be invested in upgrading and renovating, such as Road 191Q connecting the three communes of Quang Trung-Tien Dong-Nguyen Giap; building a new extended Road 191N connecting the center of Phuong Ky commune with Road 396. The district attaches importance to site clearance. Tu Ky is the first locality to hand over the entire East-West axis road to the construction unit.
Mr. Hoang Tuan Nha, Chairman of An Thanh Commune People's Committee, said: "The project to upgrade the main road of An Thanh commune is over 2.7 km long with a total cost of nearly 30 billion VND, invested by the District People's Committee. This is a project associated with the planning of the central area of Tu Ky district in the coming years, aiming to make An Thanh a destination for eco-tourism experiences."
Resolutely clear traffic corridors
With the theme of Traffic Safety Year 2023 "Respecting the law to build a traffic culture", from the beginning of the year, Tu Ky set a goal of eliminating traffic violations and restoring order on sidewalks and roads. The district proactively issued a plan to ensure traffic safety with the goal of reducing traffic accident criteria by at least 5-10% compared to 2022. The district requested communes and towns to proactively develop plans to organize the clearance of violations on National Highway 37, Provincial Roads 391, 392... through the management area. In 2023, the District People's Committee will continue to provide financial support to the People's Committees of communes and towns to carry out the clearance of traffic safety corridor violations.
In cases of intentional violations and procrastination, the district will resolutely handle them. In 2023, the district's interdisciplinary force cleared violations of traffic safety corridors on provincial roads 391, district roads 191N, 191M, 191Q, 191C. Before clearing, the District Traffic Safety Committee assigned the People's Committees of communes to review and count violations such as setting up tents, tarpaulins, canopies, awnings, and installing advertising signs; market meeting places, trading of goods, and trees that do not ensure visibility, causing traffic insecurity. During the clearance operations, the leaders of the People's Committees of communes and towns directly participated, promptly directed, and resolved arising situations. As a result, the authorities seized 80 advertising signs, 40 canopies, awnings, and cleared 200 trees that obstructed visibility; and people voluntarily dismantled nearly 100 advertising signs. The authorities have propagated and requested violators to commit not to re-offend and not to hold markets in inappropriate locations, causing traffic insecurity.
According to Mr. Nguyen Thanh Chung, Deputy Head of the Traffic Safety Committee, Head of the Economic - Infrastructure Department of Tu Ky district, the district will base on the nature and level of violations to impose penalties according to its authority. To avoid violations after clearance, the district People's Committee has handed over the land to the People's Committees of communes, towns and road management agencies to self-manage and regularly inspect. Recently, cases of re-encroachment after clearance in the district have been strictly handled.
