Hanoi plans to cut public tuition fees by half

Hanoi plans to collect tuition fees this year at 24,000-217,000 VND per month, similar to the previous three years, down by half from the approved level.

The content is stated in the draft Resolution of the Hanoi City People's Council, announced on March 25.

Tuition fees for the 2023-2024 school year are expected to have 6 levels (unit: VND/student/month):

Of which, primary education is tuition-free. However, Hanoi has provided a framework to serve as a basis for implementing support policies for students.

When studying online, public schools collect 75% of the tuition fee according to the issued rate. If studying in person and online in the same month, the tuition fee is collected according to the form of study for more than 14 days. Preschool children studying less than 14 days in a month only need to pay half of the tuition fee; studying more than 14 days must pay the full tuition fee.

This proposed tuition fee is equal to the 2021 tuition fee and is nearly half the approved level in 2022 of 50,000-300,000 VND per month. This number was then based on the Government's Decree 81 on public tuition fees.

However, assessing that people's lives are still difficult after two years of being affected by Covid-19, Hanoi spent about 1,133 billion VND to support, so the actual amount paid by parents did not increase. In 2023, Hanoi will still apply this tuition framework, but stop the support policy.

By the end of December 2023, the Government will adjust Decree 81, requiring that at public preschool and general education levels, the tuition fee ceiling for schools that have not yet covered their regular expenses for the 2023-2024 school year will apply the level of the 2021-2022 school year.

Therefore, the Hanoi People's Committee proposed to adjust tuition fees, submit to the City People's Council for consideration and approval at the thematic meeting on March 29. The city estimated the total tuition fees collected at the expected level of about 1,511 billion VND, a decrease of 1,279 billion VND compared to the previous level.

"To ensure operating costs for schools when adjusting tuition fees, the state budget will ensure approximately VND1,279 billion," the People's Committee's report stated.

This school year, Hanoi has about 2.3 million preschool and primary school students, the largest in the country. Besides Hanoi, most localities have to adjust the tuition fee framework approved last year.

Some provinces and cities exempt all general education tuition fees such as Quang Binh, Hai Phong, Da Nang, and Ho Chi Minh City, which exempt tuition fees up to secondary school level.
