Removing obstacles on East-West axis road

Due to many problems, the site clearance for the East-West axis road project is behind schedule.


Contractors are focusing on constructing the East-West axis road through Thanh Mien district.

Recently, contractors have focused on speeding up the construction progress of the province's key East-West axis road project, but currently the site clearance progress is slower than the construction progress.

There are still many areas not yet handed over.

According to the Provincial Construction Investment Project Management Board, since July 2022, the contractor has deployed the first 4 construction points of 8.3 km in Thanh Mien district. By October 9, about 6 km of the roadbed had been dug, and about 105,000 out of a total of 328,000 m3 of black sand had been filled. The remaining 28.1 km section from km8+300 - km36+493 has approved the contractor and signed the contract. The contractors are completing the camp and gathering equipment for construction. The construction point in Tu Ky district has been digging the ground since November 7. The Provincial Construction Investment Project Management Board is implementing steps to select a contractor to construct Bac Hung Hai bridge, expected to be completed in December.

According to the investor's assessment, the project implementation process still has some problems. The current progress of land acquisition in the districts will be slower than the construction progress. Currently, most of the agricultural land has been acquired but not continuously, there are still areas that have not been acquired scattered and interspersed because many households have converted their land to grow perennial crops, dig ponds to raise fish, and raise livestock. In particular, there are solid construction works that have not been acquired. In addition, the supply of materials and prices are currently increasing, affecting the project's construction.


The relocation of the ancient banyan tree in Hong Du commune, Ninh Giang district encountered many difficulties, affecting the progress of site clearance for the East-West axis road of the province.

Where is the problem, solve it there

Recently, provincial leaders have directly inspected the site, organized many meetings to direct, urge and remove obstacles related to site clearance for this project. Relevant departments and branches have paid special attention, focused on guiding and coordinating with localities to remove specific obstacles.

At the end of September 2022, Vice Chairman of the Provincial People's Committee Nguyen Minh Hung directly inspected the project site, assigned the People's Committees of the districts to approve the compensation plan for the remaining agricultural land and converted land by October 15 at the latest; complete the land acquisition and compensation for residential land before November 1. On October 26, the Provincial People's Committee held a meeting to listen to the units' reports on difficulties and problems, and propose solutions to resolve the land acquisition and compensation work for a number of projects and traffic works in the province, including the East-West axis road project. At this meeting, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested localities to develop detailed plans, focus on land acquisition and compensation, and complete before November 30.

According to the Department of Natural Resources and Environment of Thanh Mien district, the local land acquisition process encountered difficulties mainly due to some households in Le Hong, Doan Ket, Ngu Hung, and Chi Lang Bac communes related to the traffic corridor. After reporting the difficulties, requesting mechanisms, and receiving guidance and solutions from departments and branches, the district has so far acquired about 85% of the route length. For the remaining nearly 30 households with residential land, the district has taken steps to approve the compensation plan.

According to the Ninh Giang District People's Committee, by early November, the district had cleared about 12 km. The clearance process encountered difficulties because many households used overlapping land, the "red books" issued from the previous period did not have coordinates, the area on the books compared to the current status of some households did not match, so the additional extraction to determine the boundary took a lot of time. In addition, the relocation of the ancient banyan tree and the stone tomb of the Nguyen family in Hong Du commune also encountered difficulties in terms of location and relocation plan...

In Tu Ky district, the total land area recovered for the East-West axis road of the province is more than 24 hectares in 3 communes. After receiving guidance from the provincial authorities to remove difficulties related to land compensation and grave relocation, Tu Ky district has completed the land acquisition for about 6 km of road.

Recently, the Department of Natural Resources and Environment has chaired many meetings with the Departments of Construction, Finance, investors and localities to review and advise the province to remove obstacles in site clearance and resettlement for site clearance of the East-West axis road.

The East-West axis road project of the province was approved in June 2021 by the Provincial Investment and Construction Project Management Board as the investor. The total investment of the project after adjustment is 1,778 billion VND, from the central budget and the provincial budget in the medium-term investment plan for the period 2021-2025. The project is implemented in the period 2021-2024 according to the annual capital plan. The East-West axis road of the province is nearly 36.5 km long, passing through the three districts of Thanh Mien (over 14 km), Ninh Giang (about 15.6 km) and Tu Ky (over 6.7 km).
