Urgent winter-spring irrigation

Chi Linh City Irrigation Works Exploitation Enterprise was assigned to dredge 3 canals with a total volume of 27,000 m3.

Due to the urgent implementation time, localities and units exploiting irrigation works in the province are urgently implementing winter-spring irrigation (WIP) to ensure service for agricultural production in the next crop.

This year, the Chi Linh City Irrigation Works Exploitation Enterprise was assigned to dredge 3 canals with a total volume of 27,000 m3 and repair 2 floating canals with a volume of 3,000 m3. Although the plan was assigned nearly 1 month later than previous years, the unit proactively prepared the work within its capacity so that when a decision was made, it would be urgently implemented, without affecting the progress. According to Mr. Nguyen Quoc Gia, Director of the Enterprise, unlike previous years, this year's TLĐX was rushed because of the shortened time. The season is approaching so it must be urgent. "The Enterprise has requested the construction units to mobilize all human resources and machinery, take advantage of the favorable dry weather, and speed up the progress of the TLĐX. At the same time, it also assigned specialized departments and divisions to send staff to actively inspect and closely monitor the implementation of the TLĐX. When problems or incidents arise, they must be resolved quickly, focusing on the sprint and completing the TLĐX before December 31," said Mr. Gia.

Cam Giang district is also actively implementing many measures to speed up the dredging of canals. Assigned to dredge 11 canals with a volume of nearly 22,000 m3, the locality requires the construction unit to work simultaneously to keep up with the schedule. Although the volume is not much, due to the implementation on many canals, some sections have complex terrain, so the dredging of canals is sometimes interrupted. Mr. Nguyen Van Thien, Head of the district's Department of Agriculture and Rural Development, said that besides the advantages, the locality has encountered some difficulties in dredging and digging canals. Some routes do not have a flat surface to dump mud and soil, some routes have many violations of irrigation works and bridges, making it difficult to bring in machinery to work. However, due to the district's high ground level, if the dredging of canals is not done well, the water supply for winter crops and the water supply for flooding will be inadequate. Therefore, not only is it urgent to meet the time limit, the district also strengthens inspection to ensure the quality of dredging of canals. By December 21, the locality had completed 30% of the construction work, of which over 90% was for small irrigation works. The district strives to complete the construction work by December 31, conduct a comprehensive inspection of the project, then break the dam ribs to lead water into the main canal to prepare for flooding.

Flexible deployment

In the 2022-2023 winter-spring crop, the Provincial People's Committee assigned localities and units to implement nearly 700,000 m3 of TLĐX, with a support of 35,000 VND/m3. Although the volume is similar to previous years, because of the late delivery, the implementation is urgent, requiring focused implementation, trying to complete early to prepare for the flood. Time is urgent but it cannot be done hastily, affecting the quality of the work. Therefore, localities and units have been flexible in implementation, not because of the assigned plan and implementation progress, doing TLĐX carelessly and roughly.

According to the plan for the construction of the TLĐX, the Tu Ky District Irrigation Works Exploitation Enterprise must dredge and repair more than 30,000 m3 of canals, floating canals, sluice gates, and suction pits. As a locality with a large area for winter crops, the enterprise must balance and operate the system reasonably to have enough water for irrigation and facilitate the construction of the TLĐX. Mr. Nguyen Thanh Trung, Director of the Enterprise, said that the unit will build the TLĐX based on the actual situation and needs. Urgent locations that must be implemented immediately will be prioritized and focused on implementation. Progress is only one of the evaluation criteria. The effectiveness of the TLĐX construction is evaluated based on the acceptance results and the service capacity of the project after excavation, dredging.

According to Mr. Nguyen Van Bot, General Director of Hai Duong Irrigation Works Exploitation Company Limited, the pressure on progress is the biggest difficulty in this TLĐX project. Therefore, the company has directed its member enterprises to select urgent items to implement first, and closely inspect to urge units to flexibly implement the tasks. Prioritize dredging of branch canals, ensuring effective water storage for dumping. For items that are difficult to complete by December 31, it is necessary to develop a plan to operate the project and regulate water effectively. Do not let the delay in TLĐX project affect the progress of dumping.
