New points of the 2023 high school graduation exam

Regarding the 2023 high school graduation exam, a representative of the Ministry of Education and Training said that it is expected that the 2023 high school graduation exam will still take place in the first half of July as in previous years.

The Ministry of Education and Training has a policy to organize the high school graduation exams in 2023 and 2024 in a stable manner as in 2021 and 2022. The Ministry of Education and Training has given general instructions to the provinces/cities directly under the Central Government to preside over all exam organization work in the locality to ensure safety, seriousness and quality.

Regarding the 2023 high school graduation exam, it is expected to remain stable as in 2022. At the same time, there will be a reasonable increase in some contents related to practical application in some subjects to gradually approach the orientation of capacity assessment in accordance with the requirements for developing learners' capacity and qualities of the 2018 General Education Program. The exams in 2021 and 2022 have also appeared with these contents.

According to the representative of the Ministry of Education and Training, the Ministry continues to organize online registration for candidates who are studying in grade 12 in the 2022-2023 school year. Candidates who have completed high school but have not yet taken the high school graduation exam, or have taken the exam but have not yet graduated from high school in previous years; those who have a high school graduation certificate, those who have a secondary school graduation certificate taking the exam to use the results as a basis for registration (independent candidates) must register for the exam and register for recognition of high school graduation (if any) directly at the registration unit as prescribed by the Department of Education and Training.

In the 2023 high school graduation exam, the Ministry of Education and Training will also adjust a number of technical issues to strengthen discipline and order in the exam room as well as ensure safety and security throughout the exam. This is reflected in the draft amendments and supplements to a number of articles of the High School Graduation Exam Regulations.

Continue to improve the quality of exam questions while strengthening inspection and examination of all stages of exam organization. Together with the Ministry's inspection teams, it is recommended that localities strengthen inspection, examination and supervision of exams in their localities to ensure the organization of safe, serious, transparent, objective and quality exams.

Strengthen the dissemination of regulations and training on exam organization and inspection skills. In particular, continue to coordinate with the Ministry of Public Security and the Government Inspectorate to provide training on implementing measures to prevent and combat exam cheating, especially cheating using high-tech devices.

Strengthen communication work to gain consensus and determination to organize the exam safely, seriously, objectively and effectively. In particular, the Examination Councils are required to fully disseminate and thoroughly understand the regulations for candidates. Note that candidates are absolutely not allowed to use phones or prohibited items in the examination room and must comply with the regulations and instructions of the Examination Council, especially to keep personal items, documents and prohibited items in the examination room at the correct location specified by the Examination Council. Warn candidates in the examination room about high-tech devices that can be used to cheat on exams.

In particular, the Ministry will also strengthen coordination with relevant ministries, branches and localities in directing the organization of the exam. In particular, it is recommended that localities proactively carry out the work according to the regulations on organizing the exam in accordance with the spirit of taking full responsibility for the exam in the locality. Pay attention to the selection of officials and teachers to participate in the exam (especially in important stages such as printing exam papers, invigilation, grading, etc.). Arrange exam locations that are both convenient for candidates and ensure the organization of the exam is safe and serious; review and supplement conditions on funding, equipment and supplies to meet the requirements of organizing the exam.

Currently, the Ministry of Education and Training is seeking opinions from experts and public opinion on a number of technical issues to amend and supplement the High School Graduation Exam Regulations, ensuring the organization of a safe and serious exam, creating the most favorable conditions for candidates.
