Hai Duong is proposing to build an additional interchange connecting National Highway 17B with National Highway 5 via the Hanoi-Hai Phong railway in the communes of Kim Xuyen, Ngu Phuc (Kim Thanh) and Thuong Quan (Kinh Mon) with a total estimated cost of 1,867 billion VND. The investment capital comes from the central budget (1,000 billion VND) and the provincial budget (867 billion VND) for the period 2021-2025; implementation period is from 2023-2025.

This is a roundabout-shaped elevated interchange consisting of a main bridge and 8 access roads. The bridge is 19 m wide, with a height of 4.75 m above Highway 5 and 6 m above the Hanoi-Hai Phong railway. The width of the 4 access roads connecting Highway 5 is 7 m, and the width of the 4 access roads connecting Kinh Mon and Kim Thanh is 11 m. The access roads connecting Kinh Mon and Kim Thanh are designed according to the standards of a grade II plain road, and the access roads on Highway 5 are designed to locally adjust the route direction according to the principle of ensuring the current lane size.

Compared to the interchange at the intersection of Hanoi-Hai Phong railway, National Highway 5 and Provincial Road 390 (Ba Hang interchange), the interchange connecting National Highway 17B with National Highway 5 via Hanoi-Hai Phong railway is larger in scale. The Ba Hang interchange has a total investment of nearly 1,000 billion VND and is designed in a semi-asterisk shape, with the main bridge section being 12 m wide, 2 overpass branches of Hanoi-Hai Phong railway and 2 approach bridges on the left side of National Highway 5 being 8 m wide.

The construction of an interchange connecting National Highway 17B with National Highway 5 via the Hanoi-Hai Phong railway will resolve traffic congestion and reduce traffic accidents on National Highway 5, conveniently connecting the traffic network of Kim Thanh district, Kinh Mon town with neighboring areas. At the same time, the traffic route connecting the Hanoi-Hai Phong expressway with National Highway 18 will be gradually completed.
