Proposal to allocate an additional 182 billion VND for the Kim Thanh interchange project

The Department of Planning and Investment has proposed the Provincial People's Committee to consider and submit to the Provincial People's Council for approval, allocating an additional nearly 182 billion VND from surplus capital for the Kim Thanh interchange project.

Director of the Department of Planning and Investment Le Anh Dung reported on the adjustment of the investment policy for the project to build an interchange connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway at the meeting of the Provincial People's Committee on the afternoon of November 11.

At the regular meeting of the Hai Duong Provincial People's Committee on the afternoon of November 11, the Department of Planning and Investment reported on adjusting the investment policy for the project to build an interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway, Hai Duong province (interchange at Kim Thanh).

The reason for adjusting the project is that after review, a number of projects assigned to the central budget capital plan for the period 2021-2025 have been completed or basically completed, 1 project has been stopped (due to no longer being suitable with the provincial planning), compared to the 5-year central budget capital plan, there is still surplus capital and there is no need to use 181,892 billion VND.

The People's Committee of Hai Duong province has reported to the Ministry of Planning and Investment to consider, agree, and submit to the Government and the Prime Minister for decision to adjust and reduce the capital of the above projects to supplement the Investment Project to build an interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway. This is a key project, with inter-regional connectivity, promoting socio-economic development.

The project has a total investment of 1,867 billion VND, invested by the Hai Duong Provincial Construction Investment Project Management Board, with implementation period until 2025. Previously, the central budget capital plan for the 5 years 2021-2025 had only allocated 1,000 billion VND for this project.

Perspective of the interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway

The Investment Project to build an interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway, Hai Duong province was approved by the Chairman of the Provincial People's Committee on February 26, 2024. The interchange construction location is at km70+069, National Highway 5, in Kim Xuyen commune (Kim Thanh) and Thuong Quan commune (Kinh Mon). The project has an intersection crossing the Hanoi - Hai Phong railway at km74+562, km74+712 (railway route); there are 2 connecting branches, including: the branch connecting Kim Thanh district - Kinh Mon town and the branch connecting National Highway 5. The total land use area is about 16.7 hectares.

The November meeting of the Hai Duong Provincial People's Committee (2nd time) on the afternoon of November 11, in addition to listening to the above report, also considered the content of the proposal to issue a Resolution of the Provincial People's Council on the content and tasks of expenditure for maintenance, repair and urgent handling of dike incidents under the expenditure tasks of the local budget for the dike system managed by the locality in Hai Duong province; the plan to allocate the 5-year local budget public investment plan for 2021-2025 and adjust and allocate the plan for 2024.
