On the afternoon of August 16, the Central Internal Affairs Committee announced the report on the results of the 24th meeting of the Central Steering Committee on anti-corruption and anti-negativity (Steering Committee) chaired by General Secretary Nguyen Phu Trong - Head of the Steering Committee.
In addition to the results achieved in the fight against corruption and negativity since the beginning of the 13th Congress term, the announcement also clearly stated the directions and tasks for the last months of 2023 and the coming time.
General Secretary Nguyen Phu Trong chaired the meeting of the Central Steering Committee on anti-corruption and negativity on the morning of August 16.
The Steering Committee requests Party committees, Party organizations, and functional agencies to focus on leading, directing, and effectively implementing tasks according to the Steering Committee's 2023 Work Program and the conclusions of the General Secretary - Head of the Steering Committee, focusing on speeding up the verification, investigation, prosecution, and trial of cases, and handling serious, complicated corruption and negative cases that are of public concern.
"From now until the end of 2023, strive to complete the investigation of 7 cases, issue indictments to prosecute 9 cases, conduct first-instance trials of 11 cases, conduct appeal trials of 7 cases, complete verification and resolve 11 cases monitored and directed by the Steering Committee.
In particular, focus on speeding up the progress, completing the investigation, prosecution and trial of cases occurring at Viet A Company, FLC Group, Tan Hoang Minh, Van Thinh Phat, Quang Ninh Department of Health and AIC Company, phase II of the case occurring at the Da Nang - Quang Ngai Expressway Project...", the report stated.
The Steering Committee requested to continue to promote the development and synchronous completion of institutions to prevent corruption and negativity. The focus is on soon completing institutions on power control, preventing corruption and negativity in areas prone to corruption and negativity; on protecting whistleblowers and providing information on corruption and negativity.
At the same time, agencies and units urgently overcome loopholes and inadequacies in mechanisms, policies and laws that have been pointed out through the review and specific issues that inspection, supervision, audit, investigation, prosecution, trial and enforcement agencies have recommended and proposed.
"Complete the amendments to the Land Law, the Law on Property Auction, the Law on Credit Institutions, the Law on Real Estate Business and other draft laws related to anti-corruption and negativity; urgently issue the National Strategy on anti-corruption until 2030", the Steering Committee requested.
According to the Steering Committee, it is necessary to strengthen inspection, supervision, audit of areas prone to corruption and negativity and promptly complete inspection and supervision of topics according to the Steering Committee's Plan. Focus on inspecting and thoroughly handling violations of party organizations and party members related to cases and incidents under the monitoring and direction of the Steering Committee.
The Steering Committee also requested to continue reviewing, considering resignation, dismissal, and job assignment for cadres after being disciplined in accordance with the Politburo's policy; Focusing on directing the correction and overcoming of the manifestations of shirking, avoidance, working half-heartedly, and fear of making mistakes by a number of cadres and party members, especially leaders and managers at all levels.
The Steering Committee also emphasized the need to continue directing the improvement of the effectiveness of the provincial Steering Committee for Anti-Corruption and Negative Behavior; resolutely overcoming the "petty corruption" problem, creating a stronger change in the work of preventing corruption and negative behavior at the local and grassroots levels.
Also at this meeting, the Steering Committee agreed to end the direction of handling 10 cases and 1 incident under the monitoring and direction of the Steering Committee because the settlement had been completed according to the provisions of law.
According to the announcement of the Steering Committee, the work of preventing corruption and negativity in anti-corruption and negativity agencies and at the local and grassroots levels has been directed to be strengthened, initially overcoming the situation of "hot above, cold below". In the first 6 months of 2023, local prosecution agencies prosecuted 419 cases with 1,324 defendants for corruption (an increase of 252 cases with 989 defendants compared to the same period in 2022); many localities have prosecuted officials who were former Secretaries of the Provincial Party Committee, former Chairmen and Vice Chairmen of the Provincial People's Committee, members of the Standing Committee of the Provincial Party Committee, Directors and Deputy Directors of Departments, and Chairmen of District-level People's Committees. The authorities have proactively detected and resolutely and promptly handled corrupt and negative cadres and party members in anti-corruption and negative agencies. In the first 6 months of 2023, over 120 cases of cadres and party members in these agencies who committed violations due to corruption and negative acts were detected and handled, of which more than 60 cases were criminally prosecuted. Since the beginning of the 13th Congress term, more than 590 officials in anti-corruption and anti-negativity agencies have been disciplined, including more than 200 cases that have been criminally prosecuted. |
