Protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints is a fundamental, important and vital content of Party building and rectification work; an important task of the entire Party, the entire army and the entire people; a voluntary and regular task of Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels...

Thoroughly implementing the Party's directives and resolutions, especially Resolution 35 - NQ/TW of the Politburo, Hai Duong has seriously and systematically carried out the work of protecting the ideological foundation and fighting against erroneous and hostile viewpoints and has achieved positive results. However, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints in the province still has limitations such as some Party committees, heads of localities, agencies and units have not paid due attention to this task. The role, responsibility and coordination of participating organizations and forces have not been promoted well, especially the role of cadres, Party members and people. The form of struggle is sometimes inappropriate, lacking initiative and not sharp. The work of fighting against and preventing bad and toxic information, erroneous and hostile viewpoints is sometimes and in some places passive, with low combativeness; The work of grasping public opinion before unexpected events and situations is not timely...

To continue to effectively carry out the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints, it is necessary to thoroughly grasp a number of new requirements. That is to continue to firmly apply and develop Marxism-Leninism and Ho Chi Minh Thought to suit the reality of Vietnam. Combine "building" and "fighting", in which "building" is fundamental and "fighting" must be resolute. It is necessary to link the protection of the Party's ideological foundation and the fight against erroneous and hostile viewpoints in the new situation with the work of Party building and rectification and the implementation of Directive No. 05 of the Politburo on promoting the study and following of Ho Chi Minh's thought, morality and lifestyle.

To meet the new requirements mentioned above in the struggle to protect the Party's ideological foundation in Hai Duong, it is necessary to firmly grasp the principles of struggle, which is to stand firmly on the stance of Marxism-Leninism, Ho Chi Minh's thought, the policies and guidelines of the Communist Party of Vietnam; the policies and laws of the State and based on specific historical practices. Clearly distinguish wrong views and hostile views, on that basis, have specific, appropriate and effective methods of struggle and criticism.

Party committees, party organizations, and authorities, first of all, leaders, need to focus on leading and directing the continued study and research of Marxism-Leninism and Ho Chi Minh's thought, and creatively apply them to the realities of their localities, agencies, and units.

Schools need to continue to strongly innovate the content and methods of education and learning, disseminate research results, build and develop a theoretical system on socialism and the path to socialism of Vietnam in the new period, especially the Party school system and Political Training Centers in the whole province.

Continue to pay attention to perfecting the organization and operating mechanism of Steering Committee 35 at all levels, especially the grassroots force, so that this force can operate more and more effectively. In addition, it is necessary to pay attention to theoretical training for this team so that they can be imbued with the Party's ideological foundation and theoretical issues on socialism and the path to socialism in Vietnam. On that basis, they will have a firmer stance and sharper arguments in the fight against the enemy's erroneous and hostile views.

Continue to diversify forms of struggle, strengthen coordination between sectors and forces to exchange information, proactively grasp the plots, tricks and methods of sabotage of hostile forces and political opportunists; focus on building and disseminating arguments for struggle, refuting false and distorted arguments.

Propose to the Central Committee to review, build, supplement and perfect a synchronous legal basis to carry out the task of protecting the Party's ideological foundation and effectively combating and refuting erroneous and hostile viewpoints. At the same time, further perfect the system of legal documents on press, publishing, internet and social network management. Invest properly, with focus and key points to promote research and development of new technical solutions on information technology to serve the work of directing, managing, coordinating and organizing forces to combat, prevent and refute erroneous and hostile viewpoints on the internet, on that basis, promptly train, transfer and connect to improve the effectiveness of use in practical activities...
