The investigation agency determined that Mr. To Anh Dung received a bribe of 21.5 billion VND and directed the inclusion of familiar businesses on the "rescue flight" list.

On April 4, the Ministry of Public Security's Security Investigation Agency issued the conclusion of the investigation into the "rescue flight" case.The security investigation agency proposed to prosecute two former Deputy Foreign Ministers To Anh Dung and Vu Hong Nam along with 52 others.
Two former Deputy Ministers were proposed to be prosecuted for accepting bribes related to approving the flight plan to participate in the "rescue flight".
According to the conclusion, Mr. To Anh Dung is Deputy Minister of Foreign Affairs, responsible for approving the organization of the flight plan based on the proposal of the Consular Department to send to members of the working group of five ministries for comments.
During the course of his mission, Mr. Dung directed his subordinates to put familiar businesses on the "combo flight" list to participate in the "rescue flight" campaign.
The investigation agency concluded that Mr. Dung received a bribe of 21.5 billion from business representatives when supporting and creating conditions to obtain a license to conduct "combo flights".
Mr. Dung was assessed by the investigation agency as having confessed honestly, actively cooperated, and returned 2 billion to remedy the consequences.
Mr. Vu Hong Nam was identified as the Vietnamese ambassador to Japan. "However, Mr. Nam abused his position and authority to receive bribes of 60,000 USD and 450 million VND," the conclusion stated.
The total amount of money that Mr. Nam was accused of receiving in bribes by the investigation agency was more than 1.8 billion VND.
According to the conclusion, Mr. Nam received the above bribe to help Nhat Minh Company sell airline tickets and hotel accommodations for 6 flights bringing workers from Japan back to Vietnam.
Mr. Nam is assessed to have cooperated with the investigation agency, confessed honestly and returned all the bribe money.
