Businesswoman Hoang Thi Thuy Nga was accused of paying 14 billion VND in “commission” to the former director of the Quang Ninh Department of Education and Training. Two department-level leaders received more than 16 billion.

On February 24, the Ministry of Public Security's Investigation Agency issued a conclusion on the case of inflating the price of educational equipment in Quang Ninh province.
Ms. Vu Lien Oanh, former director of the Department of Education and Training of Quang Ninh, was proposed to be prosecuted for the crime of "violating bidding regulations causing serious consequences".
Businesswoman Hoang Thi Thuy Nga - former president of NSJ Group - was also proposed to be prosecuted for the same crime.
Three of Ms. Oanh's subordinates were proposed for prosecution, including Ngo Vui - former head of the financial planning department of the Department of Education and Training; Ha Huy Long and Pham Thi Hanh - both former deputy heads of this department.
Two people from NSJ Company were proposed for prosecution, including Le Long Hai - sales director of region 3 and Le Dai Tan - sales specialist.
Former director received 14 billion 4 times
Eight other people proposed for prosecution include Tran Thi Thanh Xuan and Tran Ngoc Thang, both former general directors of MQF Company; Ngo Manh Hung, former deputy director of MQF Company; Pham Viet Anh, deputy head of project department of MQF Company; Hoang Thi Minh Tam, employee of MQF Company; Vu Ngoc Minh, director of Gia Loc Company; Ha Thi Thu Huyen, and Pham Duc Chinh, appraisers and employees of Gia Loc Company.
According to the conclusion, businesswoman Hoang Thi Thuy Nga had a relationship with the former director of the Department of Education and Training of Quang Ninh, so she discussed and colluded to be given favorable conditions to set up six projects and won all six bid packages.
It is worth mentioning that Ms. Oanh let Nga set up these six projects on her own. The bid packages all provided equipment, supplies, toys, etc. for educational institutions in Quang Ninh with a total value of more than 636 billion VND.
However, the price of materials was "inflated" by Hoang Thi Thuy Nga's group, causing a loss of more than 80 billion VND in just two 2019 bid packages, according to the investigation conclusion.

After winning the bid, Hoang Thi Thuy Nga paid the former director of the Department of Education and Training of Quang Ninh 14 billion VND.
The former director of the department received this money from Russia a total of four times. The act of receiving money was accused by C03 of being "motivated for personal gain" to violate regulations, creating conditions for Hoang Thi Thuy Nga to win equipment procurement contracts.
Two department-level leaders of the Quang Ninh Department of Education and Training, Ngo Vui, also received 14.8 billion from Hoang Thi Thuy Nga and defendant Ha Huy Long received more than 1.8 billion.
Eight houses of former department director seized
According to the investigation agency, Nga himself knew that the above action was a violation of the law, but "for profit" he still colluded with the former director of the Department of Education and Training of Quang Ninh to direct his subordinates to carry it out.
Former department director, defendant Vu Lien Oanh, was determined by the investigation agency to be the mastermind and leader along with Hoang Thi Thuy Nga.
During the investigation, Ms. Oanh "voluntarily and desired" that her family pay back 14 billion VND to remedy the consequences. However, her family has not been able to remedy the situation.
The investigation agency seized eight of Ms. Oanh's real estate properties to ensure execution of the judgment. Ms. Oanh's subordinates, defendants Ngo Vui and Ha Huy Long, returned the money received from Hoang Thi Thuy Nga.
According to the conclusion, Hoang Thi Thuy Nga only admitted to violating bidding regulations, but did not admit to paying "commissions" to the former department director and two subordinates.
The investigation agency assessed that the former director of NSJ Group "has not repented and should be considered for strict handling".
The third case of businesswoman Hoang Thi Thuy Nga was proposed for prosecution and trial. Businesswoman Hoang Thi Thuy Nga was the former deputy general director of AIC Company and was sentenced to 12 years in prison by the Hanoi People's Court in a bidding violation case in Dong Nai. In this case, former general director of AIC Company Nguyen Thi Thanh Nhan was sentenced to 16 years in prison. Currently, Ms. Nhan is still on the run and wanted. |
