How did the former Chairman of Cam Giang Town People's Committee assist Thuy "wood"?

Among the 33 defendants prosecuted in connection with the land auction in Cam Giang town, former Chairman of Cam Giang town People's Committee Nguyen Ngoc Duong was prosecuted for two crimes of disturbing public order and abusing position and power while performing official duties.

Pham Van Thuy (commonly known as Thuy "wood", born in 1970, living in residential area No. 1, Cam Giang town) is the Director of Manh Anh Company Limited (Cam Giang). When there was a policy and auction documents for the Residential Area Project, Martyrs' Cemetery, Van Chi Area, and Cam Giang Town Swimming Pool, Thuy wanted to buy the entire project land, asked for Mr. Duong's opinion and agreed to let a group of people go to the town People's Committee hall to give false information about the project land, and organize activities to prevent people from buying the auction documents.

On the evening of September 25, 2022, Thuy called Mr. Duong to come to the project construction site, asking for his opinion on placing the urns at the construction site gate and the town People's Committee gate to scare people who came to buy documents and see the land. Mr. Duong agreed. After that, some subjects transported 4 urns to place in the corridor of the "one-stop" Department of the town People's Committee headquarters. Discovering this, the Chief of Cam Giang Town Police called Mr. Duong. Mr. Duong told Thuy to have someone move the 4 urns above and place them at the hall gate. Thuy continued to direct her juniors to buy one more urns to place at the hall gate and one urns to place at the construction site.

On the morning of September 26, when seeing 5 ceramic coffins at the hall gate, the town police chief reported but Mr. Duong did not immediately direct the handling but at 10:30 the same day called Thuy to have someone take them away.

The next evening, Thuy called Mr. Duong to continue to the construction site to ask for his opinion on letting people bring trucks and excavators to stop and block the roads leading to the People's Committee headquarters to prevent cars from coming from other places to buy documents. Duong agreed and went with the subjects to find locations to park the trucks and excavators. The trucks and excavators were parked with warning signs and barricades across the road, making it difficult for cars to move, and difficult for motorbikes and bicycles to move. Mr. Duong knew about the incident but because he covered up for Thuy, he did not report it to the competent authorities or direct the authorities to handle it.

At noon on September 28, people complained about the parked vehicles obstructing traffic, so Mr. Duong called Thuy to ask people to move them away.

The investigation also determined that after the crime of Thuy and his accomplices was discovered by the authorities, Mr. Duong, on behalf of the People's Committee of Cam Giang town, drafted a report to the People's Committee and the Investigation Police Agency of Cam Giang district police, still affirming that there was no obstruction of people from buying documents and there was no loss of security and order in the area where the documents were sold.

The criminal acts of Duong, Thuy and their accomplices caused disorder and insecurity in the locality, directly affected the legitimate rights and interests of the State and citizens, created bad public opinion in society, especially the auction activities of the project had to be stopped...

Knowing that his actions could not escape legal punishment, on December 15, 2022, Mr. Duong went to Cam Giang District Police to surrender and confessed to his crime.
