Department of Roads guides to avoid overload in issuing and exchanging driving licenses

Regarding the overload in issuing and exchanging driving licenses in recent times, Ms. Phan Thi Thu Hien, Deputy Director of the Vietnam Road Administration, said that the Administration has directed units to notify people about exchanging driving licenses online and have specific measures to reduce the number of people waiting in line at the one-stop department of the local Department of Transport.

Ms. Phan Thi Thu Hien said that people can access the National Public Service Portal (http://dichvucong.gov.vn) to complete procedures online. This is one of 25 essential administrative procedures prioritized for integration and sharing of population data of the national population database.

If changing a level 4 driver's license (Full online public service), people need to prepare documents including a copy of the driver's license, a copy of the citizen identification card or passport, an electronic or electronically certified health certificate (format .pdf or .doc); portrait photo (format .jpg).

Visit the website: https://dichvucong.gov.vn to register or log in to your account according to the instructions. Enter the search "Change driver's license issued by the Department of Transport."

If exchanging a level 3 driver's license with a partial online public service, people prepare documents including a copy of the driver's license, citizen ID card or passport, health certificate (format .pdf or .doc) and access the website: https://dichvucong.gplx.gov.vn.

According to Ms. Phan Thi Thu Hien, the Hanoi Department of Transport has allowed people to change to level 3 to reduce the overload situation after Tet. People register online, come to the place to take a photo, and make an appointment to pick up. If changing to level 4, it is done 100% online and picked up at home.

Ms. Phan Thi Thu Hien said that to facilitate the exchange of level 4 driver's licenses, people can get an electronic health certificate from one of three hospitals: E Hospital, Transport Hospital, Ha Dong General Hospital; or electronically certify the Health Certificate at the People's Committee of the commune, ward or town.

"People register completely on the national public service portal of the whole country. If people use many services at the same time, there will be congestion at some points," said Ms. Phan Thi Thu Hien.

Ms. Phan Thi Thu Hien added that in case the driver's license expires, it will be reissued based on the time limit regulations.
