'Immigrant' workers stay in rented accommodation without registering for temporary residence

At night, the streets in Tu Minh Ward (Hai Duong City) are bustling with workers returning home from work, but many of them have not registered their temporary residence with the local authorities. Mr. Tran Van Cao from Hoa Binh, a worker in Dai An Industrial Park, said: “Work is too busy, I am tired after work, so I just want to rest. We rent a place to stay, just need a safe place and a good landlord.”

Ms. Lo Thi Xuan, who is working in Phuc Dien Industrial Park (Cam Giang), said that no one reminded her to register for temporary residence, so she did not pay attention to the declaration. Ms. Xuan has worked in Hai Duong for 5 years but has not registered for temporary residence.

Commune-level police in areas with a large number of workers staying in rented accommodation regularly check and guide workers to declare temporary residence, but still cannot control all of them.

Not only workers but also many landlords are not interested. They are afraid of the complicated procedures, or deliberately avoid it to save time in declaring. When the police force checks, many landlords justify that the workers have just come to rent and according to regulations, tenants renting for less than 1 month are not required to declare temporary residence.

Tenants who do not declare their temporary residence affect security and order and lose important data for local management. In particular, workers who do not declare their temporary residence are also vulnerable to being deprived of full legal protection.

Failure to declare temporary residence also leads to many consequences such as gathering to use illegal drugs, causing disorder in the boarding house...

Police force checks and reminds landlords to declare temporary residence for tenants

The number of immigrant workers in industrial zones is constantly increasing.

Lieutenant Colonel Le Xuan Hien, Chief of Police of Phuc Dien Commune (Cam Giang) said that after the merger, the whole commune now has more than 23,000 people, of which about 7,000 are temporary residents, mainly workers working in Phuc Dien Industrial Park. The commune police force cannot check and screen them all.

In addition, the limited awareness of many workers from remote areas has created many obstacles. Even when the landlord reminds them, many still ignore it. Although online declaration is encouraged, most workers do not voluntarily do it.

In 2024, Phuc Dien Commune Police punished more than 20 cases, including tenants and landlords who did not declare their temporary residence, and coordinated to handle 6 drug-related cases in this area.

In Tu Minh Ward, most of the boarding houses were built on unlicensed land and therefore do not meet the conditions for temporary residence registration. Lieutenant Colonel Pham Duy Hau, Deputy Chief of Tu Minh Ward Police, commented: “Workers often change their place of residence and work, making it difficult to update information. In addition, the construction of unlicensed boarding houses makes management even more difficult.”

Currently, legal regulations are not strong enough to deter, so citizens do not clearly see the importance of temporary residence declaration.

The uncontrolled increase of migrant workers in industrial zones in the province is an inevitable consequence of the urbanization and industrialization process. Industrial zones in Hai Duong are attracting more than 110,000 workers, of which about 60% are workers from other places coming to stay and work.
