Announcing the decision to establish the 12th Army Corps

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, presented the Quyet Thang Military Flag and assigned tasks to the 12th Army Corps.

Attending the ceremony were members of the Central Military Commission: General Luong Cuong, Politburo member, Director of the General Department of Politics of the Vietnam People's Army; Senior Lieutenant General Nguyen Tan Cuong, Party Central Committee member, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; Senior Lieutenant General Vo Minh Luong, Party Central Committee member, Deputy Minister of National Defense.

The first main army corps was reorganized in the direction of "refined, compact, strong", advancing towards modernization.

Faced with the requirement of building the Vietnam People's Army in the new situation, our Party has determined that by 2025, it will build a "refined, compact, and strong" People's Army, creating a solid foundation for building a "Revolutionary, disciplined, elite, and modern" People's Army by 2030.

This is a major, important, correct and urgent policy, demonstrating the Party's vision and strategic thinking for the cause of building and defending the Fatherland, ensuring that the Army is capable of successfully completing all assigned tasks.

From that request, the Minister of Defense signed a decision to establish the 12th Army Corps - the first main army corps to be reorganized in the direction of "refined, compact, strong", advancing towards modernization.

The 12th Corps was established on the basis of predecessor units with glorious historical traditions of the 1st and 2nd Corps.

This is an opportunity for officers and soldiers to express their honor and pride in being part of the 12th Corps; on that basis, promote their role, responsibility, determination, uphold the spirit of solidarity, self-reliance, and continue the glorious tradition of the units in the Corps.

At the ceremony, delegates heard the announcement of Decision No. 6004/QD-BQP, dated November 21, 2023 of the Minister of National Defense on the dissolution of Army Corps 1 and Decision No. 6005/QD-BQP, dated November 21, 2023 of the Minister of National Defense on the dissolution of Army Corps 2. The Party Committee and Command of Army Corps 12 announced Decision No. 6012/QD-BQP, dated November 21, 2023 of the Minister of National Defense on the establishment of Army Corps 12.

According to Major General Truong Manh Dung, Commander of the 12th Corps, the birth of the 12th Corps marks the growth and maturity of our army in the new revolutionary period.

This is a major event, an important milestone and a source of honor and pride for all officers and soldiers of the Corps; at the same time, it is a step to realize a major policy, demonstrating the thinking, strategic vision, and correct and timely decisions of the Politburo, the Central Military Commission, and the Ministry of National Defense in leading, directing, building, organizing forces, and deploying them, ready to defeat all forms of enemy invasion in the future.

"It is an honor and pride in the Ceremony to announce the decision to establish the Corps to receive the "Determination to Win" Military Flag - the symbol of the tradition and strength of "Determination to Fight, Determination to Win" of the Vietnam People's Army. The first generation of officers and soldiers of the 12th Corps always thoroughly understand and deeply perceive: Honor is associated with responsibility; what to do and how to do it so that from now on, the "Determination to Win" Military Flag of the unit will be awarded with noble awards by the Party, the State, the Central Military Commission, and the Ministry of National Defense; determined to build the 12th Corps to be truly "refined, compact, strong", advancing towards modernity, meeting the requirements of the task of protecting the Fatherland in the new situation, maintaining and embellishing the glorious tradition of the predecessor units", the Commander of the 12th Corps expressed.

Ready to complete any mission in the new arrangement

Speaking at the ceremony, General Phan Van Giang said: Implementing Resolution No. 05 dated January 17, 2022 of the Politburo, Resolution No. 230 dated April 2, 2022 of the Central Military Commission, Plan No. 1228 of the Ministry of National Defense on the organization of the Vietnam People's Army for the period 2021 - 2030 and the following years, the Ministry of National Defense decided to dissolve Army Corps 1 - Quyet Thang Army Corps, Army Corps 2 - Huong Giang Army Corps, and establish Army Corps 12.

General Phan Van Giang emphasized that the 12th Corps is very proud to carry within itself the glorious tradition of the 1st and 2nd Corps, the first two main corps of the Vietnam People's Army, born in the historical period, a turning point in the resistance war to liberate the South and unify the country. The formations of the two corps are units with a long tradition, tempered in revolutionary war and trained to be ready for combat, achieving many feats and outstanding achievements, building the tradition of speed, daring, and determination to win of the two corps.

According to Minister of Defense Phan Van Giang, in response to current mission requirements, the 12th Corps is the first Corps to be organized in the direction of "refined, compact, strong", moving towards modernization. The Corps' organizational scale will be larger, its functions and tasks will be heavier, and it will be equipped with more modern weapons and vehicles.

With the new arrangement, the Corps must undertake the task of launching medium-scale campaigns and defeating all new forms of enemy characteristics in the future, while successfully carrying out the tasks required by the Ministry of National Defense.

Honor and pride are associated with the heavy responsibility of protecting the Fatherland, in the context of hostile forces intensifying activities against our country's revolution, General Phan Van Giang noted that in order to successfully complete the assigned functions and tasks, it requires the Corps, first of all, the Party Committees and commanders at all levels to fully and correctly perceive the position and significance of the Corps' establishment; the honor and pride in implementing the major policies of the Party and the Army; a deep understanding of the functions, requirements and tasks in the immediate and long term; a clear determination to overcome difficulties, successfully complete political tasks, build a strong and comprehensive unit, a typical model right from the first day, the first week, the first month.

In addition, the Central Military Commission Standing Committee and the Ministry of National Defense requested the 12th Corps to quickly stabilize its organization and staffing; assign and delegate specific tasks, perfect the Party organization, command organization, and mass organization; deploy tasks in accordance with its functions and duties, build strong organizations, and excellently complete all assigned tasks; do a good job of ideological and policy work for cadres, professional soldiers, defense workers, non-commissioned officers, and soldiers, be ready to receive tasks and strictly comply with the organization's mobilization and assignment; promptly grasp the thoughts and aspirations, advise and propose to the Central Military Commission Standing Committee and the head of the Ministry of National Defense to effectively resolve the work of military rear policies.

At the same time, the 12th Corps needs to quickly develop and promulgate regulations and rules on each aspect of work, promptly supplement and perfect combat plans, strictly maintain regular order, comply with discipline, laws, regimes and regulations of the unit, and be highly combat ready; effectively carry out logistics, engineering, finance, investment, and management of material equipment and construction investment plans, ensuring strictness, economy and efficiency; regularly pay attention to improving facilities and improving the lives of officers and soldiers in the unit; build a truly clean and strong Army Party organization...

The General Staff, the General Department of Politics and the functional agencies of the Central Military Commission and the Ministry of National Defense continue to direct, guide and create the most favorable conditions for the 12th Corps to quickly, stably, develop and successfully complete its tasks.

General Phan Van Giang affirmed that with new spirit and determination, the Central Military Commission and the Ministry of National Defense believe that officers and soldiers of the 12th Corps will successfully complete all assigned tasks, worthy of the trust and love of the Party, State, people, the Central Military Commission, the Ministry of National Defense and officers and soldiers of the entire army.
