Point d, Clause 6, Article 23 of Decree 100/2019/ND-CP on administrative sanctions for violations in the field of road and railway traffic (amended and supplemented in Decree 123/2021/ND-CP) stipulates a fine of 3-5 million VND for the act of driving a vehicle participating in passenger transport business without installing a vehicle tracking device as prescribed or installing a vehicle tracking device but the device does not operate as prescribed or using technical measures, peripheral equipment, or other measures to distort the data of the vehicle tracking device.
According to the provisions of Point a, Clause 8, Article 23 of Decree 100/2019/ND-CP, in addition to being fined, the driver who commits the violation may also have his/her driving license revoked for 1-3 months.
Thus, using a vehicle for business transportation with a journey monitoring device but not operating it can result in a fine of 3-6 million VND or a driver's license revocation for 1-3 months.
