The 60km-long, 4-lane highway passing through Nam Dinh and Thai Binh provinces with a total investment of more than VND19,700 billion is expected to start construction in 2025.
The Chairman of the People's Committee of Thai Binh province has just approved the project to build the Ninh Binh - Hai Phong expressway, in which the section passing through Nam Dinh and Thai Binh provinces will be invested under the public-private partnership (PPP) model.
The starting point of the route is at the Day River overpass, in Nghia Thai commune, Nghia Hung district, Nam Dinh province; the end point is at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province.
The route is 60.9 km long, of which the section through Nam Dinh province is 27.6 km, the section through Thai Binh is 33.3 km, with a complete 4-lane scale with a 24.5 m wide roadbed, and a design speed of 120 km/h.
There are 23 bridges planned on the route, the longest of which is the Red River overpass connecting Thai Binh and Nam Dinh, 1.1 km long, and many overpasses across national highways and intersections; there is a rest stop in Truc Ninh district, Nam Dinh province and a stop in Kien Xuong district, Thai Binh province.
The total investment of the project including interest is over 19,780 billion VND, of which the investor and project enterprise will arrange 52% for construction; state capital accounts for 47% for infrastructure construction and resettlement support. Thai Binh province will bid for the project widely domestically, organize the selection of investors in the fourth quarter of 2024, start construction in 2025 and complete in 2027.
In the planning, the Ninh Binh - Hai Phong expressway will connect the provinces south of the Red River, the North Central region with the international gateway port of Lach Huyen; connecting the coastal provinces of the Red River Delta. The expressway will open up new development space for the southern region of the Red River Delta and the North Central region, contributing to ensuring traffic safety and reducing logistics costs.
This route also connects synchronously with the North-South expressway, Hanoi - Hai Phong, new national highways 10, 1, 21, 37 and with Cat Bi international airport, Van Don international airport, seaports, and Mong Cai international border gate.
