The working delegation of the National Assembly's Economic and Financial Committee requested Hai Duong to carefully prepare for the establishment, review, and approval of land use plans, especially in the coming period when there will be major changes in the administrative apparatus in localities.

According to the report of the People's Committee of Hai Duong province, on March 9, 2022, the Prime Minister issued Decision No. 326/QD-TTg on allocating national land use planning targets for the period 2021 - 2030, with a vision to 2050, and the 5-year national land use plan 2021 - 2025. However, the land use targets of Hai Duong province were re-allocated much lower than the land use needs proposed by the locality.

In Decision No. 1639/QD-TTg dated December 16, 2023 of the Prime Minister approving the Planning of Hai Duong province for the period 2021 - 2030, with a vision to 2050, there are many lists of feasible projects and works within the socio-economic development orientation of the province, which have been included in the appendix attached to the decision, but there are no land allocation targets, so they have not been implemented.

Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai highly appreciated the positivity, proactiveness and responsibility of the People's Committee of Hai Duong province in directing the implementation of quota allocation, land use and implementation of the 2024 Land Law in the locality.

The allocation of land quotas for Hai Duong province still has some shortcomings such as the total allocation quota is low compared to the actual local needs for socio-economic development, the allocation quotas for some types of land are not only low, but also have shortcomings between the first and the next periods.

Regarding the implementation of the 2024 Land Law, up to now, the Provincial People's Council and People's Committee have issued 14 normative documents detailing the implementation of the law and decrees detailing and guiding the implementation of the law.

After listening to the report of the Provincial People's Committee, the members of the working delegation raised a number of questions requesting the Provincial People's Committee to provide further information. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban answered the questions of the working delegation about the allocation of industrial land quotas; the current situation and demand for industrial land use in Hai Duong. He requested the National Assembly's Economic and Financial Committee to propose to the Government to soon allocate more land quotas to Hai Duong so that the province can implement investment projects as proposed.

Regarding the implementation of the 2024 Land Law, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, said that Hai Duong basically did not encounter any major obstacles. The province proposed that the National Assembly consider some regulations on compensation support for site clearance when implementation still encountered difficulties and shortcomings.

Concluding the working session, Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai highly appreciated the positivity, proactiveness and responsibility of the People's Committee of Hai Duong province in directing the implementation of quota allocation, land use and implementation of the 2024 Land Law in the area.

Comrade Doan Thi Thanh Mai requested the People's Committee of Hai Duong province to study the opinions of the working group members, continue to review the land use planning indicators for the period 2021 - 2025, and have solutions to complete the goals for the period 2021 - 2025.

Based on the allocated targets for the period 2021 - 2030, it is necessary to study, carefully review and balance the land use targets of the sectors and fields to propose adjustments to the land use planning for the period 2026 - 2030 in accordance with the land use needs of the locality. At the same time, there are specific recommendations for the Government and the Ministry of Agriculture and Environment in the process of proposing adjustments to the local land use planning for the period 2021 - 2030, with a vision to 2050.

Prepare carefully and pay more attention to directing the establishment, review, appraisal and approval of land use plans, especially in the coming period when there will be major changes in the local government apparatus.

Continue to implement the 2024 Land Law, review documents under the authority of localities to complete, propose amendments and supplements to contents under the authority of the National Assembly, Government, and relevant ministries and branches.

On the same morning, the working group worked with the People's Committee of Chi Linh City on the above content. Hai Duong is the 5th province out of 11 provinces and cities where the working group worked on this issue.
