According to the National Center for Hydro-Meteorological Forecasting, from the night of November 12, due to the influence of strong cold air, the Northern and North Central regions will experience cold weather, with some mountainous areas in the North experiencing severe cold, and some high mountainous areas experiencing temperatures below 11 degrees Celsius, with the possibility of tornadoes, lightning, hail and strong gusts of wind. The North Central and North Central regions will experience moderate to heavy rain, with some areas experiencing very heavy rain, which may continue for a long time.
From the afternoon of November 12, the Gulf of Tonkin, the North East Sea (including the Hoang Sa sea area), the sea area from Quang Tri to Quang Ngai and the North of the central East Sea area will have Northeast winds of level 6 - 8, gusting to level 8 - 9.
To proactively respond to the Northeast monsoon, heavy rain with whirlwinds, lightning, hail, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control recommends that coastal provinces and cities from Quang Ninh to Binh Thuan closely monitor information and developments of strong winds at sea; notify captains and owners of vehicles and boats operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur; be ready with forces and means for rescue when situations arise.
On land, provinces and cities closely monitor the developments of the Northeast monsoon, cold spells, tornadoes, lightning, and hail; promptly inform authorities at all levels and people to proactively respond and minimize damage.
Northern mountainous areas implement measures to prevent cold, ensure safety for people, especially the elderly, children, and students; proactively implement measures to protect crops and livestock from cold.
Provinces and cities in the Central region closely monitor forecasts and warnings of heavy rain, and be ready to respond to floods, inundation, flash floods, and landslides.
The above localities should strengthen information and communication on weather developments, natural disasters and skills to respond to severe cold, strong winds at sea, heavy rain, tornadoes, lightning, hail, floods, flash floods, landslides on vehicles so that all people, especially in mountainous areas, can proactively prevent and minimize damage (Reference document: phongchongthientai.mard.gov.vn/Pages/Tai-lieu-truyen-thong-pctt.aspx).
