Determined to suppress

One night in mid-April 2023, Task Force 151 of Hai Duong Provincial Police was patrolling and controlling the area of ​​the intersection of Le Thanh Nghi - Ngo Quyen Street (Hai Duong City). The task force discovered a group of teenagers not wearing helmets, riding motorbikes at high speed, weaving and honking as they drove.

Immediately, the police force pursued and stopped a motorbike with two violators, Nguyen Van Lam (born in 2005) and Hoang Van Bac (2004, both residing in Toan Thang commune, Gia Loc). The two young men said they went from Gia Loc district to Hai Duong city to play and often gathered in groups to ride at high speed, weaving and swerving. Today, although they knew that the Working Group 151 of the provincial and district police was carrying out a peak period, the subjects still tried to "pass the checkpoint".

In the first months of 2023, in Hai Duong province, especially in Hai Duong city, there was a situation where many groups of young people gathered, swerved and drove motorbikes, carrying dangerous weapons, chasing and fighting each other, causing chaos in the area. Some subjects were very reckless and hooligans, ready to stop and beat people, and rob people of their property on the road late at night. This situation affected the production and business activities of many families, causing confusion and frustration among the people.

Faced with the above problem, the Director of Hai Duong Provincial Police has directed the launch of a peak campaign to prevent, suppress, and handle the situation of young people gathering, causing disorder and fighting against and handling street crimes in the province (from April 15 to June 30, 2023). The main force implementing the peak campaign is Task Force 151 of Hai Duong Provincial Police and the Police of districts, towns, and cities.

During the peak period, the forces participating in the provincial Task Force 151 and the Task Force 151 of Hai Duong City Police always maintain nearly 100 officers and soldiers on duty. Particularly from Friday to Sunday, the Task Force of Hai Duong City Police increases by 20 people. The Task Force 151 of the remaining districts, towns and cities always maintain the participating forces of 90 - 120 officers and soldiers.

1,389 cases processed

During the peak period, Working Group 151 of Hai Duong Provincial Police and district-level police coordinated, exchanged information, promptly detected, prevented, and handled 1,389 cases, including 1,265 subjects in the province and 124 subjects from other provinces. These cases mainly violated traffic safety and public order. Of the violations, 52.8% were children aged 18 and under, due to lack of family management and education, love of competition, being enticed and enticed by friends, and lack of legal knowledge. When handled, many children were very regretful about their actions.

At 11:30 p.m. on April 22, Task Force 151 of Hai Duong Provincial Police coordinated to inspect Ruby Club 18 located on An Dinh Street, Nhi Chau Ward (Hai Duong City). The police determined that the club was operating illegally, playing loud music, with 94 people present, and caught the famous DJ hired by the club, Tran Thai Hoang (born in 1991, in An Bien Ward, Le Chan District, Hai Phong City), illegally hiding 1.535 grams of ketamine. In addition, the police seized a total of 5.332 grams of MDMA in many locations under the floor and stairs in the club.

Two subjects who robbed motorbikes from people in Hai Phong city were arrested in Nguyen Giap commune (Tu Ky).

The effective operation of Task Force 151 of the Hai Duong Provincial Police at all levels has created a widespread influence and trust among local people in reporting crimes. At around 5:45 a.m. on May 7, through the hotline 151, the Criminal Police Department of Hai Duong Provincial Police received a report from Ms. Tran Thi Mo, residing in Thuy Nguyen District (Hai Phong City) about being robbed of her Honda Lead by 2 subjects on a motorbike. After committing the crime, the 2 subjects fled on National Highway 10 towards Thai Binh Province through Tu Ky District. Task Force 151 of Hai Duong Provincial Police immediately informed and coordinated with related forces. Task Force 151 of Tu Ky District Police arranged forces and vehicles to set up checkpoints on the roads to arrest the subjects. At 6:50 a.m., when the 2 subjects were moving in Nguyen Giap Commune (Tu Ky), they were arrested. The two subjects are Mac Van Trinh (born in 1988, residing in Dong Trieu town) and Cao Van Tu (born in 1984, residing in Uong Bi town, both in Quang Ninh province).

Peace returns  

The results of the peak period have basically eliminated violations and crimes on the streets, restored social order and safety, and have been recognized by the Party Committee, government and people.

For over 2 months now, people in the province, especially in Hai Duong City, no longer have to worry about groups of young people gathering to ride motorbikes, weaving and swerving when they go out. The ear-piercing sounds from the exhaust pipes and the sparks from the kickstands scraping the road surface are also gone. Many groups of young people speeding, recklessly driving, carrying dangerous weapons, ostentatiously riding on many streets, showing off their power, chasing and fighting each other, causing chaos in the community have also gradually disappeared. There are almost no more cases of people walking home late at night being stopped, threatened, or robbed. On the roads and streets, peace has returned.


Mr. Hoang Van Toan, in Lai Cach town, shared: "Before, every time I went out at night, I often saw groups of teenagers without helmets, riding motorbikes very recklessly, speeding, weaving in and out, endangering other road users. For more than 2 months now, this situation has no longer existed, helping me and other people feel more secure when traveling on the road."

According to comrade Le Van Hau, Vice Chairman of the People's Committee of Le Thanh Nghi Ward (Hai Duong City), the peak period has brought about clear results, especially in preventing the situation of teenagers gathering to cause public disorder and some criminal activities such as robbery and theft. This created favorable conditions for the ward to participate in successfully organizing activities of the walking street and Bach Dang night market, helping people feel secure to come here to have fun.
