At the consultation and feedback workshop on Adjusting the Urban Development Program of Hai Duong Province to 2030, many delegates said that Hai Duong city needs to have its own unique features in the future.
On the morning of October 23, the Union of Science and Technology Associations of Hai Duong province organized a workshop to consult and give feedback on the Adjustment of the Urban Development Program of Hai Duong province to 2030.
Attending the event were leaders of the Department of Construction; Vietnam Construction Environment Association, Vietnam Architects, Provincial Elderly, Provincial Construction, Provincial Architects and Provincial Architects Club.
At the workshop, a representative of the Department of Construction briefly reported on some contents of the Adjustment of the Urban Development Program of Hai Duong province to 2030.
The Urban Development Program of Hai Duong Province to 2020, with a development orientation to 2030, was approved by the People's Committee of Hai Duong Province in 2017. In April 2024, the People's Committee of the Province decided to approve the plan to organize the preparation of the Adjustment of the Urban Development Program of Hai Duong Province to 2030 to be consistent with the provincial planning, consistent with the national urban development goals and current urban development. At the same time, it proposed a roadmap and investment solutions to complete the weak and lacking urban criteria, aiming to build the urban system of Hai Duong Province according to the criteria of "green, smart, modern urban areas".
The goal is that by 2025, Hai Duong will have 16 urban areas, with an urbanization rate of 45%; by 2030, there will be 28 urban areas, with an urbanization rate of 55%.
The scope of the program adjustment study includes the entire natural area, with a scale of 1,668.28 km2, including 12 district-level administrative units and 235 commune-level administrative units.
At the workshop, delegates assessed that the draft Adjustment of the Urban Development Program of Hai Duong province to 2030 was implemented methodically, had a tight structure, outlined the current status of urban development, pointed out the shortcomings and limitations, and forecasted the development of the urban area to 2030...
Delegates suggested reviewing the name, possibly taking the new name "Hai Duong Province Urban Development Program to 2030", inheriting the old program. Adjusting the planning program needs to clarify the orientation, indicating specific progress in each stage to develop each urban area such as Binh Giang, Chi Linh, Hai Duong City, Kinh Mon... It is necessary to state more specifically the goals of Hai Duong urban development, identify the strengths and unique features of Hai Duong urban area. It is necessary to add technical infrastructure criteria; solutions on policies, support mechanisms, and investment attraction. Some contents such as industrial zones and clusters should not be included too much in the planning adjustment because they are already included in the provincial planning.
Delegates also said that more methods are needed to assess the current urban status of Hai Duong; the current urban status is inseparable from the rural area, this relationship will create the province's own identity. In addition, it is necessary to assess the relationship between Hai Duong urban area and surrounding urban areas, thereby helping to visualize the urban system in the future...
