On the afternoon of June 16, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the regular meeting of the Provincial People's Committee in June (4th time) to discuss and review the contents of reports and submissions of the Departments of Culture, Sports and Tourism, Home Affairs and Construction.

At the meeting, after listening to the report of the Department of Home Affairs on the need for contract labor according to Decree No. 111/2020/ND-CP for public service units in the education and health sectors and the opinions of the delegates, Chairman of the Provincial People's Committee Trieu The Hung concluded that the Provincial People's Committee basically agreed with the content of the report of the Department of Home Affairs. The addition of contract labor is to create favorable conditions for the sector to perform its tasks of ensuring quality, without affecting the results of operations. The Department of Home Affairs is requested to coordinate with the Department of Health, the Department of Education and Training to review, paying attention to the positions and subjects that need to be streamlined and retired to assign additional contract labor appropriately, ensuring accurate data. The Department of Home Affairs received the opinions of the delegates, coordinated with the Office of the Provincial People's Committee to complete the content of the report, and report to competent authorities according to regulations.

According to the report of the Department of Home Affairs, in the 2022-2023 school year, Hai Duong has a total of 778 educational and training units, which are public preschools and general schools (246 preschools, 242 primary schools, 239 secondary schools, 11 primary and secondary schools, 40 high schools) with a total staff assigned by the Provincial People's Committee in 2023 of 27,911 people. The current staffing level assigned to public preschools and general schools is lower than the central level.
Currently, the health sector has 3 units in group 4 (public service units with regular expenditures guaranteed by the State), the number of employees assigned by the Provincial People's Committee in 2023 is 78 people; the number of employees according to the Ministry of Health's quota is 108 people. Based on the Government's regulations and the proposal of the District People's Committee, after agreeing with relevant departments and branches and based on the local budget balance, the Department of Home Affairs proposed the total number of contract employees outside the payroll assigned to public service units of the education and training sector is 1,394 people. For the health sector, the number of contract employees outside the payroll quota proposed for assignment in 2023 is 21 people.
