From 2024, the Ministry of Health will purchase vaccines for subjects in the Expanded Immunization Program and allocate them to provinces and cities according to demand.
On May 14, the Ministry of Health said that this unit has sent a document to the People's Committees of provinces and centrally-run cities regarding the implementation of Decree No. 13/2024 amending and supplementing a number of articles of Decree No. 104/2016/ND-CP dated July 1, 2016 regulating vaccination activities.
According to the Ministry of Health, on February 5, 2024, the Government issued Decree No. 13/2024/ND-CP. To implement this Decree, the Ministry of Health requested the People's Committees of provinces and centrally run cities to direct relevant units to allocate funds.
Provisions in Clause 3, Article 1 of Decree No. 13/2024/ND-CP clearly state: "The central budget is allocated in the regular expenditure budget of the Ministry of Health to ensure funding for the activities of the Expanded Immunization Program, including: purchasing vaccines for subjects in the Expanded Immunization Program; vaccine testing, receiving, transporting, and preserving vaccines to the provincial and municipal levels..."
Therefore, from 2024, the Ministry of Health will purchase vaccines for subjects in the Expanded Immunization Program and allocate them to provinces and cities according to demand.
According to the provisions of Clause 4, Article 1 of Decree No. 13/2024/ND-CP, the Provincial People's Committee is responsible for ensuring resources and local budget for the activities of the Expanded Immunization Program and epidemic vaccination in the area, except for activities that have been guaranteed by the central budget according to regulations.
Therefore, the Department of Health of the province or city needs to develop a plan to implement the activities of the Expanded Immunization Program in the locality to report to the Provincial People's Committee to arrange sufficient funds to implement the program's activities, except for activities that have been guaranteed by the central budget according to the provisions of Clause 3, Article 1 of Decree No. 13/2024/ND-CP.
Regarding determining vaccine needs, according to the Ministry of Health: Clause 2, Article 1 of Decree No. 13/2024/ND-CP stipulates that the Department of Health is responsible for synthesizing, submitting to the Provincial People's Committee for approval of needs and sending to the Ministry of Health before June 30 every year to develop a plan for vaccine supply, use and annual vaccination.
Regarding the vaccine demand in 2024, the Ministry of Health (Central Institute of Hygiene and Epidemiology) has compiled the demand of provinces and cities, including the demand for supplementary injections for expanded vaccination subjects in 2023, the demand in 2024 and the first 6 months of 2025 according to the provisions of Decree No. 104/2016/ND-CP dated July 1, 2016 (before the promulgation of Decree No. 13/2024/ND-CP dated February 5, 2024).
Regarding vaccine needs in 2025 and the following years, the Ministry of Health stated: The Department of Health of provinces and cities is responsible for synthesizing, submitting to the Provincial People's Committee for approval and sending to the Ministry of Health (Department of Preventive Medicine) before June 30, 2024 (for the needs in 2025) and before June 30 of the previous year for the following years for synthesis.
