Students need to declare their learning process in grades 10, 11, and 12 on the system, including the following information: province/city code, district/county code, and commune/ward code. From there, the system will automatically calculate which region the candidate belongs to.
After filling in all administrative unit codes in the boxes, candidates clearly write the name of the commune/ward, district/county, province/city in the blank line.
Candidates who have permanently resided for more than 18 months in area 1 (difficult commune or especially difficult commune) during high school or college, check the box "Permanent residence for more than 18 months in area 1".

Candidates who have resided in a particularly disadvantaged commune for more than 18 months during their time studying in high school or college should check the box "Regular residence for more than 18 months in a particularly disadvantaged commune". Candidates who meet both of the above conditions should check both boxes.
For those who are in the priority category or area related to their permanent residence, they must declare their permanent residence of more than 18 months in area 1 (difficult commune or extremely difficult commune) or more than 18 months in extremely difficult commune during their time studying in high school or college. For example, declare as follows: 28 months, from February 1, 2020 to May 1, 2023.
In the admission guidelines, the Ministry of Education and Training also noted that candidates admitted through the early admission method only need to provide evidence of admission scores and priority subjects for the university they are admitted to (if required by the university) as a basis for admission. Universities are not allowed to ask candidates to provide documents confirming their permanent residence.
