On the afternoon of August 15, Hanoi City Police held a press conference to inform about a kidnapping case with the aim of extorting property that occurred in Viet Hung ward, Long Bien district.

At the press conference, Hanoi City Police said that at around 7:40 p.m. on August 14, Viet Hung Ward Police received a report from Ms. D.TH's family (residing in Viet Hung urban area) that her son H (born in 2016) was riding a bicycle near her house when a masked man kidnapped him and took him to a car. After that, Ms. H received a phone call asking the family to pay 15 billion VND to ransom her son.
Immediately after receiving the news, the Director of Hanoi City Police Department called an urgent meeting and agreed on a plan to rescue the child. After nearly 10 hours, at around 5:00 a.m. on August 15, the police arrested the perpetrator, Nguyen Duc Trung (born in 1992, residing in Tam Duong District, Vinh Phuc). At the same time, they successfully rescued the child.
During the arrest, the suspect fired a rubber bullet at an officer of the Criminal Police Team, injuring the officer. Because the bullet was deeply embedded in his thigh, causing a lot of blood loss, doctors ordered emergency surgery. By 5 p.m. on August 15, the surgery was completed and the officer's health gradually stabilized.
Assessing the subject, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police, said that Nguyen Duc Trung (31 years old, from Vinh Phuc) borrowed money from many people and was unable to pay, so he had the intention of stealing property from people living in high-class urban areas in Hanoi.
Here, he went around the area to steal property. However, Trung changed his mind and came up with the idea of kidnapping a child under 8 years old to threaten and extort money from the child's family. Trung bought a large roll of tape, a pair of gloves, and 2 rubber bands at a market in Long Bien district. When he met the child, Trung used a rope to tie the child's hands and took the child to many areas in Hanoi and continuously called the child's family to demand 15 billion VND in ransom.
According to Major General Nguyen Thanh Tung, this is the first kidnapping case for property appropriation in the past 19 years in the capital and is an act that demonstrates boldness, sophistication, and blatantness. The handling will be carried out according to regulations.
The Deputy Director of Hanoi City Police added that there was no conflict between the family and the suspect. The suspect's violation was being caught red-handed when he received money and returned the baby to the child's mother.
