Early morning of October 4, the optical fiber telecommunications cable of VNPT Hai Duong at 4 locations in the area of house numbers 507, 659, 704, 709 Le Thanh Nghi Street (Hai Duong City) was cut. At 1 of these 4 locations, images captured from a household's camera showed that at 3:17 a.m., a man wearing a helmet and a face mask used a tool similar to pliers to cut a long section of VNPT Hai Duong's optical fiber telecommunications cable.
Early the same morning, VNPT Hai Duong received a notice of internet access interruption at a branch of a major provincial bank in the above-mentioned area. Immediately after that, VNPT Hai Duong technical staff checked, reviewed and discovered that many fiber optic cables had been cut. After nearly 2 hours, the fiber optic cables at 3 out of 4 locations were reconnected, including the transmission lines to the branches of banks in this area. As of 2:00 p.m., 8 other cables were still being checked with data from the switchboard, searching for connection ports to fix.
A section of about 30 cm or more of the fiber optic cable was cut off. More than 30 customers, including organizations, businesses, households and people, had their internet access interrupted, including branches of many banks due to the cut fiber optic cable.
According to the representative of VNPT Hai Duong, at the above 4 locations, the optical cable was cut in the same way, that is, a section of about 30 cm long was cut off. Due to technical characteristics, when an optical cable is broken by a cut, it can be reconnected. However, if a long section is cut off, the line must be rearranged (replaced or pulled back), because connecting 2 optical cables to replace the cut section will not ensure the transmission line.
The incident caused more than 30 customers, including organizations, businesses, business households and residents on Le Thanh Nghi Street, to have their internet access interrupted; including branches of many banks.
It is known that the value of the cut fiber optic cables is very low. Therefore, VNPT Hai Duong believes that the cable cutters did not intend to cut the cables to sell them for money. All 4 locations that were cut only had the fiber optic cable lines of VNPT Hai Duong.
