Tu Ky district (Hai Duong) is synchronously implementing solutions to ensure the construction progress of key traffic works.
Effort
These days, the working atmosphere at the construction site of the bypass of Provincial Road 391 through Tu Ky Town and Van To Commune is always bustling. Up to now, the project's construction volume has reached more than 50%, expected to be completed in January 2025.
The above project has a total investment of nearly 166 billion VND. The construction of the route aims to solve the overload situation, ensure traffic safety on the route; at the same time, expand the urban development space of Tu Ky town. The project has a total length of more than 2.1 km, related to the recovered land area of 179 households. By March 2024, the district had handed over the entire cleared land to the investor to implement the project on schedule. To achieve the above results, from April 2023, the People's Committee of Tu Ky district decided to establish a Compensation, Support and Resettlement Council when the State recovers land to implement the project. All information about the project, compensation and support plans are carried out publicly and transparently. All problems of households subject to recovery are focused on and resolved in a reasonable and sympathetic manner.
When implementing the site clearance, some households with large areas of recovered land did not agree with the compensation plan and requested additional support. Mr. Nguyen Quoc Vuong's family in Van To commune had 1,700 m2 of recovered land for the project, including agricultural land allocated to individuals for use and land for bidding. Leaders and members of the Site Clearance Council of Tu Ky district came down to meet and explain the application and calculation of the support plan for Mr. Vuong's family to ensure compliance with regulations. After nearly 2 months of perseverance and lobbying, Mr. Vuong's family agreed.
According to Mr. Nguyen Thanh Chung, Head of the Economic-Infrastructure Division of Tu Ky district, from 2020 to now, the district has implemented 6 key traffic projects. These are upgrading district road 191M connecting Quang Khai and Minh Duc communes; renovating road 191N through Van To, Phuong Ky and Ha Ky communes; upgrading road 191E from Quang Phuc commune to Binh Lang commune; upgrading road 191P from Hung Dao commune to Tai Son commune; renovating An Thanh commune road from T1 culvert to the commune People's Committee headquarters; upgrading and expanding the main road of Hung Dao commune.
All of the above projects have been completed and are on schedule. To achieve the above results, Tu Ky district has prioritized and mobilized all resources to implement key traffic projects of the district. The district assigned the Department of Economy and Infrastructure to compile statistics, make estimates, and plan specific workloads for each task. During the implementation process, the district assigned technical support staff and supervisors to ensure progress and quality of the works and projects.
Along with the district's projects, Tu Ky currently has 5 provincial traffic projects being implemented. These are the projects: building a bypass of provincial road 391 through Tu Ky town and Van To commune; upgrading and expanding provincial road 391 from km24+600-km28+400; upgrading and expanding provincial road 391 from Hai Duong city to the East-West axis and from Quang Phuc commune to Tu Ky town; building the extended provincial road 396 and building the East-West axis. These projects are invested by the Provincial Construction Investment Project Management Board. Up to now, the district has established a Site Clearance Council to implement the project of building the extended provincial road 396; selecting consultants to prepare cadastral records to serve the site clearance work. For the projects to upgrade and expand provincial road 391, up to now, Tu Ky has basically completed the site clearance.
Promote development
From a locality with an underdeveloped transport network, Tu Ky district now has a diverse and synchronous transport system. Transport projects in Tu Ky are of great significance, enhancing regional, area and regional connectivity, gradually completing the local transport network according to the approved district construction plan. At the same time, reducing the load on roads with high traffic density, contributing to limiting traffic accidents and shortening transport journeys.
The Provincial Construction Project Investment Management Board highly appreciated the drastic participation of Tu Ky district in site clearance for projects. This is also the first locality to hand over clean land to implement the East-West axis road project of the province.
Vice Chairman of Tu Ky District People's Committee Dao Van Soai said that the developed transport network has made the district's economic picture increasingly prosperous. The implementation of new transport projects helps exploit agricultural land on both sides of the route; creating momentum for socio-economic development for Tu Ky district and Hai Duong province. From there, it creates a premise to successfully implement the Resolution of the Tu Ky District Party Congress for the 2020-2025 term.
