Hai Duong City requires stopping the operation of concrete mixing stations that have not been licensed or have expired licenses.

After a meeting to review the handling of violations within the scope of protection of irrigation works in Hai Duong City, the Chairman of the City People's Committee assigned the People's Committees of wards and communes to request that the yards that have not been permitted to operate by competent authorities and are not in accordance with the planning cease operations and be cleared before December 31, 2024.

For yards that have not been permitted to operate by competent authorities and are in accordance with planning, a license must be obtained by December 31, 2025 at the latest. The Economic Department shall preside over and coordinate with the Departments of Finance - Planning, Natural Resources and Environment, and Urban Management to guide organizations and individuals in completing the application for a license.

For yards that are permitted to operate by competent authorities or have land use right certificates but are currently not in accordance with the planning, the Economic Department shall advise and report to the Provincial People's Committee, proposing to allow operations until the State uses the planning or the license expires.

For yards that are not in accordance with planning and have stopped operating, the Chairman of the People's Committee of the ward or commune shall be assigned to dismantle the construction, relocate construction materials... to be completed before December 25, 2024.

For the 4 yards of Mr. Nguyen Van Trung (1 yard in Ngoc Chau ward, 1 yard in An Thuong commune), Mr. Dinh Quang Doanh in Nam Dong ward, Mr. Nguyen Van Hien (Mr. Hao) in Nam Dong ward, the Chairman of the People's Committee of Ngoc Chau, An Thuong, and Nam Dong wards and communes shall request the 3 households to stop operations, dismantle, move materials, and clear the yards before December 25, 2024. In case of intentional failure to comply, the Chairman of the People's Committee of the above wards and communes shall enforce the dismantling and relocation according to the provisions of law.

For concrete mixing stations that have not been licensed by competent authorities or have expired their operating period, the Chairman of the Ward or Commune People's Committee shall request the owners of the yards to stop operating, review legal procedures and propose specific cases before December 25, 2024. The Economic Department shall synthesize and advise the City People's Committee to report to the Provincial People's Committee for settlement according to its authority.

For the yards that are permitted to operate by competent authorities and in accordance with planning, the Finance - Planning Department shall preside over and coordinate with the Tax Department to inspect financial obligations; the Natural Resources and Environment Department shall inspect land use and environment; the Urban Management Department shall inspect planning; the People's Committees of wards and communes shall inspect security, order, environmental sanitation... according to the functions and tasks of the agency and regulations of law.

The Chairman of Hai Duong City People's Committee requested the Departments and units: Economy, Natural Resources and Environment, Urban Management, Finance - Planning, Police, Tax Department, Dike Management Department, Urban Management Rules Inspection Team, City Electricity, Bac Hung Hai Irrigation Works Exploitation One Member Co., Ltd., Ward and Commune People's Committees to report to the City People's Committee any problems before December 25, 2024. The Economic Department synthesizes and advises the City People's Committee to report to the Provincial People's Committee for resolution according to its authority before December 30, 2024.
