On October 19, Russian President Vladimir Putin ordered martial law in four newly annexed territories from Ukraine.
According to Interfax news agency (Russia), speaking while chairing a meeting of the National Security Council on the same day, President Putin announced the decision to impose martial law in four newly merged regions including the self-proclaimed Donetsk People's Republic and the self-proclaimed Lugansk People's Republic, Kherson and Zaporizhzhia.
Mr Putin said the Kiev government had refused to negotiate and continued shelling new Russian territories.
President Putin signed the decree and the decision took effect from October 20.
The Russian leader also announced the establishment of a Coordination Council under the Government of the Russian Federation and headed by Russian Prime Minister M. Mishustin.
