General Secretary To Lam asked the Central Military Commission to strengthen leadership and direction for the entire army to maintain and improve combat readiness, ensuring victory in all situations.
On the afternoon of December 16, in Hanoi, the Central Military Commission held the 12th Conference for the 2020-2025 term to review and evaluate the results of leadership in implementing military and defense tasks in 2024 and resolve policies and solutions for leadership in implementing tasks in 2025.
General Secretary To Lam, Secretary of the Central Military Commission, chaired the conference. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, chaired the conference.
Politburo members, Central Military Commission Standing Committee members: President Luong Cuong, Prime Minister Pham Minh Chinh, Central Military Commission Standing Committee members, key leaders of the Ministry of National Defense agencies attended the conference.
Also attending were Politburo members, Party Central Committee Secretaries: Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac, Head of the Party Central Committee's Organization Commission Le Minh Hung; Party Central Committee Secretaries: Head of the Party Central Committee's Office Nguyen Duy Ngoc, Head of the Party Central Committee's External Relations Commission Le Hoai Trung, and leaders of Party committees and the Party Central Committee's Office.
At the meeting, members of the Central Military Commission and delegates listened to the Summary Report on military and defense work in 2024; discussed and evaluated the results of leadership in implementing military and defense tasks in 2024 and resolved policies and solutions for leadership in implementing tasks in 2025.
Concluding the conference, General Secretary To Lam congratulated the Central Military Commission, the Ministry of National Defense, and officers and soldiers of the entire army for successfully advising and organizing activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day with many practical and meaningful activities, contributing to arousing revolutionary heroism, the strength of great national unity, the glorious tradition and strength of the heroic Vietnam People's Army; acknowledged and highly appreciated the thoughtful and thorough preparations for the Central Military Commission Conference, illustrated with vivid images; and the enthusiastic and responsible opinions and discussions of delegates.
Summarizing the outstanding results in performing the tasks in 2024, the General Secretary emphasized that the Central Military Commission and the Ministry of National Defense have led and directed the implementation of the strategic advisory function to the Party and State on military, national defense, and national defense; well organized the preliminary and final review of a number of Resolutions and conclusions of the Central Committee in the Party Committee of the Army and coordinated the implementation of the National Defense Strategy in the new situation; proactively avoided being passive or surprised; contributed to maintaining and sustaining a peaceful and stable environment for national development, firmly protecting the Fatherland in all situations; contributed to maintaining peace and stability in the region and the world.
The Army continues to promote its core role in building the all-people national defense, the all-people national defense posture, especially the solid "people's hearts posture", creating a combined strength to protect the socialist Vietnamese Fatherland; actively participate in economic and social development, associated with strengthening national defense and security; coordinate with the Public Security and other forces to maintain political security, order, social safety and political and social events of the country.

In addition to the achieved results, the leadership and direction of the implementation of military and defense tasks in 2024 also has some limitations and shortcomings. The General Secretary requested that the Central Military Commission continue to lead and direct effective solutions to immediately overcome the limitations and shortcomings pointed out, to enhance the strength of the army.
In 2025 and the coming time, General Secretary To Lam suggested that the Central Military Commission focus on prioritizing a comprehensive review of the goals and tasks identified by the 13th National Party Congress and the 11th National Party Congress of the Army to successfully complete the targets.
The Central Military Commission strengthens leadership and direction of the entire army to maintain and improve combat readiness, ensure victory in all situations, and create steady changes in the quality of training, education and training according to the goals and tasks identified by the Central Military Commission in specialized resolutions.
In addition, the Central Military Commission and the Ministry of National Defense must continue to organize research forces, promptly draw experience from recent wars and conflicts in the world to build and perfect combat plans, develop military art, innovate and improve the quality of training, exercises, education and training, in accordance with the development of the situation and the task of protecting the Fatherland in the new situation.
The General Secretary requested to continue to promote the core role of the Army in building national defense, civil defense, and building a "people's hearts and minds posture".
The Central Military Commission actively innovates to improve the effectiveness and efficiency of building a politically strong Army. Along with leading the successful implementation of central political tasks, breakthroughs, and regular tasks, the Central Military Commission must pay special attention to leading the building of a clean, strong, exemplary, and representative Army Party organization.
Emphasizing that the Ministry of National Defense will organize a rally to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, the opening of the International Defense Exhibition and the Military-Political Conference of the entire army in 2024, the General Secretary requested that the policies and decisions of the Central Military Commission must be promptly disseminated and thoroughly grasped by all officers and soldiers, building a high will and determination, a spirit of speed and determination to win, "reaching the finish line" early, successfully completing all tasks in 2025 and the targets and tasks set forth in the Resolution of the 11th Party Congress of the Army.
