Prime Minister directs to speed up the progress of drafting and promulgating documents implementing 4 laws

To ensure the synchronous completion of the legal system and conditions for implementation when the National Assembly allows the early entry into force of the Land Law, Housing Law, Real Estate Business Law, and Credit Institutions Law from August 1 as proposed by the Government, the Prime Minister requests the Ministries of Natural Resources and Environment, Construction, National Defense, Public Security, Finance, Home Affairs, Labor, War Invalids and Social Affairs, and the State Bank of Vietnam to preside over and coordinate with relevant ministries, branches, organizations, and localities to urgently complete the decisions and circulars assigned to the Minister as prescribed in the Land Law, Housing Law, Real Estate Business Law, and Credit Institutions Law and the Prime Minister's assignment to ensure compliance with the procedures prescribed by the Law on Promulgation of Legal Documents, only shortening the effective date at the same time as the law; report to the Prime Minister no later than June 28, 2024.

This is one of the main contents of Official Dispatch No. 63/CD-TTg directing to accelerate the progress of drafting and promulgating documents detailing the implementation of the Land Law, Housing Law, Real Estate Business Law and Law on Credit Institutions issued by the Prime Minister on June 26.

The Prime Minister's telegram is sent to Ministers, Heads of ministerial-level agencies, Heads of Government agencies and Chairmen of People's Councils and People's Committees of provinces and centrally run cities.

The dispatch stated that in order for the new policies of the Land Law, the Real Estate Business Law, the Housing Law, and the Law on Credit Institutions to be soon implemented in practice, creating new momentum for socio-economic development, creating a favorable investment and business environment for businesses and people, the Government has submitted to the National Assembly for discussion and comments on the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15 (the draft Law) adjusting the effective date of these Laws from August 1, 2024.

The Government and the Prime Minister have directed the completion of documents under their authority in accordance with the procedures prescribed in the Law on Promulgation of Legal Documents, ensuring the conditions for promulgation as soon as the National Assembly passes the draft Law.

The Minister of Natural Resources and Environment, the Minister of Construction and the Minister of Labor, War Invalids and Social Affairs shall simultaneously collect opinions from localities on documents under the authority of the Government, the Prime Minister and the Minister and guide and support localities in drafting documents under their authority as assigned by the Law to ensure consistency and unity.

According to the telegram, the Prime Minister requested to organize online conferences with localities by region to resolve problems and guide localities to complete documents under their authority to ensure consistency of the legal system; to be completed before July 5, 2024.

Compile documents, manuals, and instructions, continue to organize training for staff; coordinate with news agencies and newspapers to organize propaganda and dissemination activities on the mass media about legal policy innovations so that people and businesses know, implement, and monitor the implementation process.

Voice of Vietnam, Vietnam Television, Vietnam News Agency, Nhan Dan Newspaper, news agencies and newspapers are responsible for propagating and disseminating the latest regulations on the rights, interests and obligations of people and enterprises as stipulated in the Law and sub-law documents as soon as they are promulgated.

Chairmen of People's Councils and People's Committees of provinces and centrally run cities shall, based on the assigned responsibilities in the Land Law, Housing Law, Real Estate Business Law, Credit Institutions Law and draft Decrees that have been completed by the Government and sent to localities during the process of organizing online meetings, develop and complete documents under their authority to ensure consistency, uniformity and feasibility and send them to the Ministry of Natural Resources and Environment, the Ministry of Construction, and the Ministry of Justice for comments before July 5, 2024.

The People's Committees of provinces and centrally-run cities shall proactively organize training on new regulations for officials and civil servants of agencies and units in appropriate forms to organize implementation, especially innovations in providing more convenient public services for people and businesses.

In the implementation process, if there are any problems, the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Councils and People's Committees of provinces and centrally run cities are requested to urgently report to the Prime Minister and Deputy Prime Minister Tran Hong Ha.

The Government Office monitors and urges ministries, branches and localities to implement this Official Dispatch and promptly reports to the Prime Minister any problems and difficulties in the implementation process.
