Ministry of Home Affairs proposes to abolish civil servant ranks

Instead of managing and appointing by rank, the Ministry of Home Affairs proposes that civil servant positions be ranked according to rank, reflecting the nature of the work and competency framework.

The number of People's Council delegates at the provincial level shall not exceed 90, and at the grassroots level a maximum of 40 according to the new draft law.

The draft Law on Organization of Local Government (amended) has set out principles for determining the number of People's Council delegates at provincial and grassroots levels.
The Ministry of Home Affairs proposes that the new commune-level People's Committees have 5 specialized agencies.
