Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the leaders of Hai Duong City to continue to strengthen and direct agencies and units to urgently and resolutely disburse public investment capital in 2023, ensuring the lowest disbursement rate of 95%.

Regarding site clearance, the city must implement based on the actual situation and legal regulations. When approving the site clearance compensation plan, it is necessary to be flexible based on the wishes and proposals of the people to create consensus. Site clearance work must be carried out in the correct order, closely following regulations. The city needs to quickly complete resettlement projects to serve site clearance.

Regarding public service issues, the Department of Finance will take the lead and advise the province on solutions to remove obstacles in the areas of urban management, traffic, and environment. Regarding zoning plans, the city needs to focus on implementing and prioritizing early implementation of zoning plans with projects and works of the province.

The Department of Construction coordinates with Hai Duong City to proactively accept technical infrastructure of residential and urban areas. For projects that are not eligible for acceptance, investors must be required to promptly complete them and clearly define the implementation progress. The Department of Planning and Investment and Hai Duong City review projects using land in the area, classify them according to implementation progress to advise on handling and resolution plans, avoiding waste of resources.

The city urgently inspects and reviews issues related to industrial clusters, coordinates with departments and branches to thoroughly resolve long-standing problems, especially those related to the environment. At the same time, focus on renovating and upgrading markets, gradually burying the power line system to ensure urban safety and beauty. The city needs to develop a specific scenario and roadmap to develop a green tree system, lighting, etc.

According to the report of Hai Duong City People's Committee, by September 23, the city had disbursed nearly 326 billion VND of city budget capital, reaching 45.2% of the assigned capital plan. Disbursement of commune and ward budget capital was 82.6 billion VND, exceeding 16.3% of the plan. Land use fee collection was 173.3 billion VND, reaching 34.9% of the plan. The low disbursement rate of public investment capital is due to difficulties in site clearance and land use fee collection is still slow compared to the progress. Hai Duong City proposed the Provincial People's Committee to consider temporarily granting 150 billion VND to carry out site clearance for the Vu Cong Dan road project and 128 billion VND for the Pham Ngu Lao ward central area project. When there is revenue from the source projects, the city will repay according to regulations.

The city also proposed that the Provincial People's Committee pay attention to arranging in the public investment plan for 2024 and the period of 2021-2025 a number of urgent projects, especially the project to renovate and improve the drainage capacity of the T2 canal with the goal of minimizing environmental pollution and undergrounding the canal for parking, with a total estimated investment of about 181 billion VND. The Provincial People's Committee has consulted with the Ministry of Finance, promptly reporting to the Government to submit to the National Assembly an additional 50.2 billion VND in re-loan capital in 2023 for the project of comprehensive development of dynamic urban areas.

Hai Duong City also requested the Provincial People's Committee to direct the Department of Construction to guide the City People's Committee to bid for units providing public service products in the area to implement from 2024. Allow the city to organize the preparation of estimates, appraisal, approval of estimates and continue to place orders in the transport sector with the Hai Duong City Transport Enterprise. At the same time, request investors of the western urban area projects, Ha Hai eco-tourism and service areas to urgently resolve the limitations for acceptance and handover to the city.
