Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Van Quan shared the difficulties in the operations of petroleum businesses in recent times, especially the impact of the Covid-19 pandemic, the market... He affirmed that this is a conditional business line, so it is necessary to strictly comply with the provisions of the law. On the other hand, Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government has stipulated invoices and documents that will take effect from July 1, 2022. The implementation of electronic invoices, especially electronic invoices for each sale of petroleum retail activities, will ensure commercial civilization, transparency and fairness in petroleum trading. To ensure serious and effective implementation of the Prime Minister's direction, comrade Tran Van Quan requested the Provincial Tax Department to proactively advise and coordinate to strengthen inspection, supervision, and promote the use of electronic invoices for petroleum business and retail activities in the province in accordance with regulations.

The Vice Chairman of the Provincial People's Committee requested the tax sector to step up propaganda to taxpayers, stores, and petroleum businesses about the legal regulations on invoices, documents, and the benefits of issuing electronic invoices for each sale in Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government on invoices, documents, and regulations on issuing electronic invoices for retail sales of gasoline and oil to customers. Guide and work with petroleum businesses in the area and enterprises providing solutions to share experiences in successfully implementing the issuance of electronic invoices for each sale; discuss solutions to ensure efficiency, convenience, and savings for businesses, meeting the management requirements of state agencies on petroleum trading, regulations on invoices and documents.

Previously, on December 12, 2023, the Provincial People's Committee issued a document requesting the Provincial Tax Department to closely monitor and supervise the issuance and use of electronic invoices according to regulations for petroleum business activities; check the data to look up electronic invoices created when retailing petroleum, promptly detect and strictly handle violations in the issuance and use of invoices and documents that are not in accordance with regulations; acts of not issuing invoices or not issuing invoices in accordance with regulations on electronic invoices for the case of retailing petroleum.
