Strengthening social consensus, consolidating national solidarity

The great national unity bloc is constantly consolidated and promoted, thereby contributing to strengthening social consensus and building a solid foundation for the country's stability and development.

Great national unity is the basic and consistent policy of the Party and President Ho Chi Minh throughout the process of leading the revolution.

Implementing Resolution No. 07-NQ/TW of the Politburo (7th tenure) dated November 17, 1993 on great national unity and strengthening the National United Front and Resolution No. 23-NQ/TW dated March 12, 2003 of the Central Executive Committee (9th tenure) on promoting the strength of great national unity for a rich people, a strong country, a fair, democratic and civilized society, the Fatherland Front at all levels has promoted the role of gathering and uniting people of all walks of life, actively innovating the content and methods of operation, and successfully implementing the annual Program of coordinated and unified action of the Central Committee of the Vietnam Fatherland Front.

The great national unity bloc is constantly consolidated and promoted, thereby contributing to strengthening social consensus and building a solid foundation for the country's stability and development.

Diversify forms of people gathering

Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung said that since Resolution 07-NQ/TW and Resolution 23-NQ/TW were issued, the Fatherland Front Committees of all provinces and cities have coordinated with relevant agencies to organize conferences to disseminate the Resolution. This is an action demonstrating the proactiveness and high sense of responsibility of the Front in order to promote the role of all classes of people, exemplary and prestigious individuals, religious dignitaries and the Front system in the cause of building the great national unity bloc.

In addition, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has proactively proposed and participated with the Party and State in developing mechanisms, policies and laws on issues related to building the great national unity bloc and the lives of the majority of people, to soon put the Resolution into practice.

At the same time, the Fatherland Front at all levels has proactively coordinated with relevant agencies in combating acts of distortion of religious, ethnic and human rights issues by hostile forces aimed at undermining the great national unity bloc in our country.

Identifying national solidarity as the solidarity of all social classes, the Vietnam Fatherland Front has promoted the tradition of patriotism, taking the goal of building the country as the driving force and similarity to gather all classes of people, contributing to building a strong national solidarity bloc.

The Vietnam Fatherland Front has focused on gathering and uniting all classes of people within its organization under the common roof of the Front. The social strata in Vietnamese society include: the working class and farmers, intellectuals, youth, women, veterans, businessmen, the elderly, etc.

The upper classes and strata are gathered in their own organizations such as: Vietnam General Confederation of Labor, Vietnam Farmers' Union, Ho Chi Minh Communist Youth Union, Vietnam Youth Union, Vietnam Women's Union, Vietnam Veterans' Association, Vietnam Union of Science and Technology Associations, Vietnam Entrepreneurs' Association, Association of the Elderly... All of the above socio-political organizations and socio-professional organizations are organizational members of the Vietnam Fatherland Front.

Besides, the work of mobilizing religious compatriots of the Front and socio-political organizations has many innovations, becoming increasingly rich, practical, flexible, and suitable for religions and localities.

The work of mobilizing ethnic minorities, mobilizing and uniting overseas Vietnamese has been effectively carried out by the Fronts at all levels.

In particular, organizing the National Great Unity Day in residential areas every year is one of the very important forms of activity to gather all classes of people at the grassroots level to participate in building the great national unity bloc.

After nearly 20 years of implementation, the National Great Unity Day has received close attention and direction from the Party, State and Party Committee leaders and has truly become a festival for all people, a form of gathering and demonstrating the great unity of the entire nation.

The results achieved have clearly demonstrated the profound political and social significance of the Festival. On the other hand, reality shows that the proposed policy and the direction of the implementation of the Festival are completely correct, in line with the people's wishes, meeting the requirements of building the great national unity bloc in the new situation.

Overcoming superficial and unsustainable movements

Highly appreciating the results in implementing Resolution 07-NQ/TW and Resolution 23-NQ/TW, however, Associate Professor, Doctor Nguyen Van Nhat, Member of the Central Committee of the Vietnam Fatherland Front, said that the implementation of these two Resolutions still has certain limitations that need to be overcome soon in the coming time.

Typically, the work of propagating and disseminating the goals, viewpoints, policies and solutions to implement Resolution No. 23-NQ/TW in some localities, especially at the district and grassroots levels, is sometimes and in some places limited.

In some campaigns and emulation movements, the gathering and uniting of the people is still formal, the movements are not sustainable, and have not promoted the creativity and self-management of the people. The development and implementation of programs and plans for social supervision and criticism are not proactive, timely, lack focus, and are still formal...

Affirming that the process of implementing the two Resolutions of the Party is a process of always persistently placing the Vietnam Fatherland Front and all activities of the Front in the overall renovation process, accompanying the entire nation, from the nation, for the nation, by the nation and for the nation, Associate Professor, Doctor Tran Hau, Member of the Central Committee of the Vietnam Fatherland Front emphasized that in order to implement the renovation ideas stated in the two Resolutions, it is necessary to create a necessary and sufficient legal basis to implement those ideas in life. Therefore, the Front has proposed and participated in the development of the Law on the Vietnam Fatherland Front (1999) and its amendment (2015), and the amendment of the Constitution (2013), creating basic legal conditions for the implementation of the above two Resolutions.

Regarding the experience in organizing the implementation of Resolution 07-NQ/TW and Resolution 23-NQ/TW, according to Associate Professor, Doctor Tran Hau, the Vietnam Fatherland Front has innovated its thinking, style and staff organization, overcoming historical obstacles and traditions.

The Vietnam Fatherland Front has changed from being an organization that calls for and mobilizes society and encourages movements to now having the additional function of representing and protecting the legitimate and legal rights and interests of the people; participating in building the Party and the State, thereby maximizing its role as a bridge between the Party, the State and the people.

Proposing a number of solutions for the Vietnam Fatherland Front to continue to perform its functions and tasks well, Dr. Nguyen Van Pha, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, emphasized that gathering and building a great national unity bloc must be based on the common interests of the nation and people, but at the same time must take into account the practical and legitimate interests of social classes, ethnic groups and religions.

Therefore, it is necessary to change the method of gathering and building a great solidarity bloc, because currently the main method is still just propaganda, general mobilization and organizing meetings and conferences with the participation of a few typical individuals; there are not many forms to listen most fully to the thoughts, aspirations and reflections of the people.

At the same time, the Front's participation in law-making activities needs to be innovated, along with improving the quality of supervision and social criticism, focusing on criticism in the direction of limiting specific topics, only providing general orientation on content to avoid stereotypes and being far from reality.
