Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 84/CD-TTg dated August 30, 2024 on strengthening the work of ensuring security, order, traffic safety, fire prevention and fighting, and food safety during the National Day holiday on September 2.
Telegram sent to Ministers, Heads of ministerial-level agencies; Heads of Government agencies; National Traffic Safety Committee; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated that under the centralized and unified leadership of the Party Central Committee, the National Assembly, the Government, the Prime Minister, and the joint efforts and consensus of the people and businesses, the political and social situation is basically stable, and social order and safety are ensured. However, the National Day holiday on September 2 this year lasts 4 days, and it is forecasted that the demand for travel, consumption, visiting relatives, tourism, and service use will increase, posing potential risks of security, order, criminal offenses, social evils, fires, explosions, accidents, traffic jams, food insecurity, etc. Therefore, in order to serve the people on the National Day holiday on September 2 happily, safely, and healthily, the Prime Minister requests:
Ministries, branches and localities organize forces and means to be on duty regularly, effectively and substantially implement the Prime Minister's directives on ensuring security, order, fire prevention and fighting, traffic safety and food safety, focusing on Decision No. 38/QD-TTg promulgating the Action Program to implement Conclusion No. 15-KL/TW on continuing to implement Directive No. 46-CT/TW on strengthening the Party's leadership in ensuring security and order in the new situation; Directive No. 01/CT-TTg on strengthening fire prevention and fighting in the new situation; Telegram No. 81/CD-TTg on ensuring traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school; Telegram No. 44/CD-TTg on preventing and handling food poisoning, etc.
The Ministry of Public Security directs to firmly grasp the situation, not to be passive or surprised, to mobilize forces and means to attack and suppress all types of crimes, to crack down on social evils, especially crimes using high technology, organizing gambling, gambling, organizing illegal use of drugs, crimes taking advantage of places where commemorative activities, festivals, tourist destinations, business establishments with conditions on security and order, bus stations, train stations, airports, commercial centers, etc.
Strengthen propaganda, guidance, and rectification of compliance with regulations on fire prevention and fighting safety, especially at facilities and constructions at risk of fire and explosion when there are large crowds of tourists, attending commemorative activities, and at apartment buildings, multi-storey, multi-apartment individual houses, rental facilities, and houses combined with production and business.
Actively direct the police of units and localities to strengthen the handling of violations of traffic order and safety, violations of alcohol concentration; acts that disturb public order; ensure smooth traffic during the holidays.
The Ministry of Transport directs the work of ensuring capacity, quality and safety of passenger transport by road, rail, waterway and air; strictly implementing regulations, standards and procedures on security and safety; developing plans to ensure order and safety; promptly handling and clearing traffic, preventing congestion inside and outside airports; and strengthening measures to ensure safety of waterway traffic.
The Ministry of Health directs the serious and drastic implementation of tasks and solutions to prevent food poisoning, especially in large cities, tourist areas, tourist attractions, and collective dining halls; strengthens surprise inspections, resolutely suspends the operations of production and business establishments and recalls products that do not ensure food safety according to regulations; strengthens the organization of inspections of food safety assurance work in key localities.
The Ministry of Information and Communications coordinates with the Central Propaganda Department to direct news agencies, newspapers, and media to promote propaganda and dissemination of skills, knowledge, and laws to ensure security, order, fire prevention and fighting, traffic order and safety, and food safety.
The People's Committees of provinces and centrally run cities are responsible to the Prime Minister for ensuring security, safety, social order and food safety for people to feel secure during the Independence Day holiday and focus on directing functional agencies and units to:
Proactively grasp the situation, resolutely not let security and order complications occur; develop and implement plans and strategies to ensure security and order are maintained in the area. Strengthen the dissemination of knowledge and skills, combine inspection and strict handling of violations of fire and explosion safety, resolutely not let fires and explosions cause serious consequences to people and property; mobilize people not to participate in social evils, promptly detect, prevent and strictly handle violations.
Propaganda and mobilization of people to strictly comply with laws on traffic order and safety; increase patrols, control, and strictly handle violations; develop plans to organize safe and smooth traffic.
Strengthen inspection, examination and strict handling of organizations and individuals violating food safety laws in the management area, especially small-scale food production and trading establishments, street food, food service establishments, food safety at markets in the area and subjects under decentralized management.
Assign Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Le Thanh Long to monitor and direct the implementation of specific tasks in the Official Dispatch according to their assigned fields.
The Government Office, according to its assigned functions and tasks, shall urge, inspect and promptly report to the Prime Minister the results of the implementation of this Official Dispatch.
