According to the Hanoi People's Committee, the city has developed plans to resolve 680/712 delayed projects, and the remaining 32 projects are expected to be completed in December 2023.
The Hanoi People's Committee has just sent a report to the City People's Council on the implementation results of Resolution No. 04/2022 of the City People's Council on measures to accelerate investment progress, focusing on handling slow-to-implement non-budget capital projects using land.
The Hanoi People's Committee said it has reviewed 712 projects (with an area of more than 5,000 hectares) using non-budgetary capital that use land but are slow to be implemented in the area.
As of October 31, 2023, 330 projects (accounting for 46.3%) were removed from the list of slow-to-implement projects (land has been put into use; has been or is being consulted for project recovery and termination;...).
350 projects (accounting for 49.2%) have had instructions for handling, conclusions of inspection, examination, and post-inspection; assigned units to continue monitoring and urging investors to put land into use.
32 projects (accounting for 4.5%) still need to be processed according to legal regulations. Expected to be completed in December 2023.
Specifically, of the 135 projects that have not yet had decisions on land allocation or land lease, project investment activities have been terminated, implementation has been stopped, or the assignment of investors to study and establish planning according to regulations for 64 projects has been terminated.

Regarding the New Urban Area project of Nam Duong 32 (Hoai Duc) of Lung Lo 5 Investment and Development Joint Stock Company, the City People's Committee said that in August 2022, it had issued a document assigning the City Inspectorate to comprehensively inspect the project.
For 404 projects that have been allocated land, leased land, or changed land use purposes by the State, the City People's Committee considered the decision to reclaim land, cancel the decision to allocate land, lease land, and terminate the operation of 50 projects.

Auction, bidding for land acquisition projects
Assessing the handling of more than 700 projects behind schedule, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong said that the number of projects is large, has gone through many stages of policy and legal regulations with many changes; the project implementation process has many developments at different levels.
Administrative procedures involve many levels, many sectors and are subject to the regulation of many legal documents.
Up to now, many extended projects have overcome violations, used land for the right purpose, proactively completed investment procedures, focused resources, overcame difficulties, accelerated the progress of putting land into use, implemented investment projects; paid land use fees and land rents to the State budget according to regulations.
In the coming time, the City will assign the People's Committees of districts and towns to establish and propose auction and bidding plans for 125 projects that have recovered land, abolished land allocation and land lease decisions, and terminated project activities to select investors to implement the projects according to regulations.
At the same time, assign management agencies to focus on monitoring and urging 350 projects that have been directed to handle, conclude inspections, checks, and post-checks to urgently implement projects and put land into use soon.
The City People's Committee emphasized that it is necessary to resolutely handle, prepare documents to terminate investment projects, reclaim land, and terminate projects for investors who do not remedy or put land into use according to approved investment projects, or organizations and individuals who violate but procrastinate, do not comply with handling measures of competent authorities, and continue to violate.
