According to information from Hanoi City Police, the Department of Political and Internal Security has verified and invited Mr. NMĐ. (born in 2003), a student at a university in Hanoi, to work to clarify his actions related to the incident "Circus Federation sent 10,000 VND to support the flood", causing a stir on social networks.
At the police station, D. reported that since 2022, D. and some classmates created a chat group on Messenger called "Central Circus" for study purposes and had nothing to do with the Vietnam Circus Federation.
When there was an announcement to support compatriots affected by storm No. 3, D. transferred 10,000 VND with the content "tap the ae rap xiec trung uong ung ho" but did not notify or discuss with the group members. When he heard that public opinion had reacted negatively to this, D. proactively called the Vietnam Circus Federation to apologize.
The police have drawn up a record to warn and deter the NMĐ students, and have discussed with the school to strengthen student management in the coming time.
According to Hanoi City Police, on September 12, information was spread on social networks: the list of donations from organizations and individuals for the people of the northern provinces affected by storm No. 3 announced by the Vietnam Fatherland Front had a donation account of 10,000 VND with the content "tap the ae rap xiec trung uong ung ho". This information caused misunderstanding, negatively impacted public opinion, and affected the reputation of the Vietnam Circus Federation.
After the incident, the Vietnam Circus Federation confirmed: The Federation had a plan to mobilize each officer, actor, and worker to donate 1 day's salary to help people affected by storm No. 3 and planned to organize a performance calling on artists and audiences to join hands to support people in flooded areas. The information that the Vietnam Circus Federation donated 10,000 VND is not true, the Federation has contacted the Vietnam Fatherland Front and the bank receiving the transfer to check and correct the information on the media.
The leaders of Hanoi City Police have directed the Internal Political Security Department to urgently coordinate with relevant authorities to verify and clarify the incident for strict handling according to regulations.
The city police recommend that when participating in activities on social networks, people need to have correct awareness, behave in accordance with legal regulations and in accordance with Vietnamese traditional cultural and ethical values; do not spread unofficial or untrue information that negatively affects public opinion.
