The People's Committee of Hai Duong province has just decided to establish a working group to review documents and handle the old office of the Hai Duong City Tax Department at 167 Bach Dang Street.
The working group is headed by Vice Chairman of the Provincial People's Committee Tran Van Quan and 17 members representing the following departments: Finance, Natural Resources and Environment, Construction, Planning and Investment, Justice, Inspectorate, Provincial People's Committee Office and Hai Duong City People's Committee. The working group is responsible for reviewing all project documents, comprehensively assessing related issues and advising the Provincial People's Committee to resolve them in accordance with the law.
The old office of Hai Duong City Tax Department at 167 Bach Dang, nearly 670 square meters, was leased by the Provincial People's Committee to Ho Chi Minh City Development Joint Stock Commercial Bank (HD Bank) since 2016 for a period of 50 years with a one-time payment to build the office. HD Bank has paid the full land rent of nearly 14 billion VND but has not implemented the project. In 2019, the Provincial People's Committee decided to terminate the project, the Department of Finance submitted a plan to refund the land rent and the value of assets attached to the land to the bank of more than 10.2 billion VND. However, the Provincial People's Committee has not approved the proposal of the Department of Finance due to the lack of necessary documents and legal basis.
