Ironic construction foreman couple paid workers with... heroin

Lovers Vu Quoc Dai and Tien Thi Van, construction supervisors, bought heroin to sell to workers at An Phat 1 Industrial Park, Nam Sach District (Hai Duong). The two subjects paid a heavy price for their outrageous behavior.

Vu Quoc Dai (born in 1984, permanent residence in Bang Doan commune, Doan Hung district, Phu Tho) and Tien Thi Van (born in 1986) live together at Van's house in Kim Loi village, Bach Dang commune (Kinh Mon). Dai is the contractor for construction and formwork for the project in An Phat 1 industrial park (Nam Sach). Dai and Van stay in An Doai village (An Binh commune) and hire and manage about 30 workers in An Phat 1 industrial park. Dai hires workers for 350,000 - 450,000 VND/person/day. Dai and Van provide daily food for the hired workers and pay them monthly.

Through their work, Dai and Van learned that many workers needed heroin, so they came up with the idea of ​​finding a source to supply it to them. Dai and Van discussed buying heroin in large quantities, dividing it into small packages and selling it to them for 100,000 VND/package. If their workers did not have money to pay immediately, Dai would calculate the amount of drugs they bought and deduct it from their wages at the end of the month.

To do this, Dai found and hired Tran Minh Linh (born in 1992, registered in Nga Hoang commune, Yen Lap district, Phu Tho, a drug user) to rent a room in An Doai village (An Binh commune) with the task of managing, bringing meals and selling drugs to the workers. Linh was paid by using the drugs that Dai and Van gave her.

On the afternoon of March 15, 2024, Dai called a man he knew, whose identity was unknown, named Khanh, to buy 5 "chi" of heroin. Khanh agreed and arranged to sell drugs to Dai in Thai Nguyen province. Having a source of supply, Dai and Van took a taxi to Thai Nguyen province to meet an unknown woman who was assigned by Khanh to sell her a bag of heroin for 20 million VND. At his residence in Bach Dang commune, Dai told Van to divide the heroin into many small packages to sell to users. Van divided the purchased drugs into 252 small packages and packed them into 2 plastic bags, 1 bag with 100 packages, 1 bag with 152 packages.

On the afternoon of March 16, 2024, Linh brought a plastic bag containing 100 packets of heroin to An Phat 1 Industrial Park to sell to workers there. During the day, Linh sold drugs three times at 6:00, 11:00, and 18:30. If she worked overtime, she would sell at 22:00. On the afternoon of March 17, 2024, when she had almost sold all 100 packets of heroin, Linh called Van to inform her and made an appointment to come and get more drugs to sell.

At 5:00 p.m. the same day, Linh rode her motorbike to the house and was given a bag containing 152 packets of heroin hidden in the bedroom by Van. At this time, Dai was also home and knew about the incident. From 6:30 p.m. to 10:00 p.m. the same day, Linh took out 2 packets of heroin to use and sold about 64 packets before returning to her room to rest. Early the next morning, Linh took out the remaining drugs to use 2 packets and then sold about 32 packets to workers.

From information provided by the people and with professional measures, Nam Sach District Police grasped the activities of the above subjects and developed plans, deployed solutions, and arranged forces to surround and arrest them.

Through the investigation, Nam Sach District Police learned that after selling drugs to workers at the industrial park on the morning of March 18, Linh hid the remaining heroin on his person and would continue to sell it around noon. Realizing that this was the right time to arrest Linh, the police forces were ready to take up positions. At around 10:40 a.m. the same day, while Linh was sitting on a motorbike parked on the edge of An Doai village road, Nam Sach District Police discovered and seized from Linh a plastic bag containing 73 packages of heroin, weighing 4.485 grams, hidden for sale. During an urgent search of Linh and Van's residence, the police seized a number of important evidences related to the case.

The workers who bought drugs from Dai, Van and Linh were mainly from mountainous provinces. After learning about Linh's arrest, many drug users left the industrial park. In this case, Dai was the main player, Van and Linh were the perpetrators. Of the three subjects, Van and Linh had no criminal record, while Dai was sentenced to 9 months in prison but given a suspended sentence in November 2017 for theft.

Dai, Van, and Linh all dropped out of school early, had no stable jobs, and got into trouble with the law just because of greed and personal needs. These subjects are about to be brought to trial and will have to pay for their crimes.
