Hai Duong City raised many difficulties and problems in implementing the 2014 Housing Law and related legal documents with the Provincial National Assembly Delegation.

On the morning of May 12, Comrade Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong province, chaired a working session of the National Assembly Delegation of Hai Duong province with the People's Committee of Hai Duong city on the implementation of the Housing Law and recommendations to amend the Housing Law 2014.
According to the report of Hai Duong City People's Committee, the city has been implementing 29 commercial housing development projects with a total land use scale of about 1,161 hectares. In addition, the city is preparing steps to implement a number of key urban area projects. Hai Duong City currently has 37.67 hectares of social housing land in 20 projects. In the period from 2010 to present, the Provincial People's Committee has agreed to allow the implementation of 4 housing projects for low-income people in urban areas, of which 3 projects have been completed with a scale of 1,137 apartments...
The implementation of the provisions of the 2014 Housing Law and related legal documents still faces many difficulties and obstacles. Some regulations related to the rights and obligations of foreign individuals and organizations to purchase and own houses in Vietnam are not specific and clear, and do not ensure consistency between housing law and land law. Regulations on the development, management and use of individual houses still have some shortcomings. The model of individual houses with many floors for living or business purposes lacks control by competent authorities, leading to many houses not ensuring safety in terms of fire prevention, fighting and technical infrastructure. The development and approval of annual housing development plans reduces the initiative and lack of flexibility in local housing development, causing difficulties in implementation, management and supervision. The 2014 Housing Law does not allow the sale of social housing to organizations and enterprises to arrange housing for workers... The People's Committee of Hai Duong City has proposed to consider and propose amendments and supplements to a number of contents of the Housing Law and documents guiding its implementation to ensure consistency with other legal documents.

At the meeting, some delegates discussed and requested the People's Committee of Hai Duong City to report and clarify specific difficulties in the implementation of the Housing Law in the area. Assess the current situation of social housing demand in the city, housing for workers in industrial parks; construction of housing for people with meritorious services and the poor; resettlement housing arrangement; consider "dividing plots and selling land", developing commercial housing, assessing the current housing supply and demand situation in the city...
Speaking at the meeting, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Viet Nga affirmed that in the process of implementing the 2014 Housing Law, there have been many shortcomings and many issues arising in practice but the Housing Law has not yet been specifically regulated. The Provincial National Assembly Delegation will receive opinions and recommendations from Hai Duong City and delegates, synthesize them to propose to the National Assembly to amend and supplement the Housing Law to suit the reality, creating favorable conditions in the implementation process.
At the end of the working session, the Provincial National Assembly Delegation conducted a field survey at the social housing area in Nhi Chau ward (Hai Duong city).
